(a) the development and construction units shall allocate property management houses according to the following provisions:
1. The residence is equipped with property management office space according to 3‰ of the total floor area specified in the property construction project planning permit, and property management business space according to the ratio of 4‰;
2. If all the property management areas are non-residential, the property management office space shall be allocated according to the proportion of 3‰ of the total construction area on the ground specified in the property construction project planning permit;
3. The gatehouse, facilities and equipment rooms cannot be deducted from the property management room;
4. If the development and construction unit in the property management area configures the clubhouse, its clubhouse property cannot be deducted from the property management property. If the property management room really needs to be adjacent to the clubhouse, it should be indicated on the expanded design text;
5. The above-mentioned property management office space should be at least 50 square meters, and should be configured in the special office space on the ground;
6. Property management and business premises should be at least 30 square meters. As a house for property management and operation, the house must be used as a commercial house and should be arranged in a storefront suitable for business along the street or along the road. For commercial buildings with internal stairs, the first floor area should be greater than the sum of the upper floors. If the development and construction unit has no commercial housing planning in the new plot or the total construction area of commercial housing can't meet the requirements for the allocation and construction of business premises, after consultation with the property management department and neighborhood offices (township people's governments) in the area under its jurisdiction, the development and construction unit will purchase the commercial housing in the adjacent area as the property management and business premises, and indicate it in the property rights.
(2) If the above-ground construction area exceeds the above-ground construction area specified in the construction project planning permit after real estate measurement, the excess part shall be supplemented with the property area according to the proportion specified in the above category 1 2; If it is really impossible to share, the corresponding price of the insufficient part shall be paid according to the average sales price of the same type of property in the property management area, and shall be included in the special maintenance fund or used for other needs in property management according to the decision of the owners' meeting.
(3) If the property developed by stages with the approval of the planning department cannot fully provide the existing property management and operation premises, the development and construction unit shall pay the market rent of commercial premises in the same lot and area to the local property management department before the delivery of the property. According to the decision of the owners' meeting, the rent collected is used to supplement the special maintenance funds of the property or other needs of property management.
(4) Property management houses shall be registered according to law, and the property rights belong to all owners.
