At the same time, the utilization rate of water resources in industrial and agricultural production in China is extremely low, and the water resources consumed per unit area capacity is several times or even dozens of times that of foreign countries, and the water resources utilization technology is seriously behind the level of developed countries in the world. These outstanding problems are increasingly restricting the sustainable development of China's economy and bringing many negative effects. Legal basis: Article 23 of the Measures for the Administration of Water Conservation in Yancheng City, the municipal and county (city, district) people's governments should establish a water-saving investment mechanism, guide and encourage social funds and private capital to invest in water-saving industries, give priority to agricultural water-saving irrigation, comprehensive management of groundwater overexploitation, water-saving protection, leakage control of urban water supply network, water-saving publicity and education, implement preferential tax policies for water saving, and give full play to relevant preferential tax policies for water saving, water resources protection and reuse of enterprises.
