Measures of Hefei Municipality on Regional Comprehensive Management of Railway Passenger Stations

Chapter I General Provisions Article 1 In order to strengthen the regional comprehensive management of railway passenger stations, ensure the functions of transportation hubs and maintain social public order, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the comprehensive management of Hefei High-speed Railway South Station area and Hefei Railway Station area (hereinafter referred to as "station area"). Where there are other provisions in the area under the jurisdiction of the Railway Bureau, such provisions shall prevail. Article 3 The scope of Hefu High-speed Railway South Station as mentioned in these Measures refers to the area west of Luzhou Avenue, east of Huizhou Avenue, north of Fan Hua Avenue and south of Longchuan Road (including roads); Hefei Railway Station area refers to the west of Tongling North Road, the south edge of Xinbu Road Railway Bridge to Fengtai Road to the west of Zhuanzhan Road to the east of Linquan Road, the south of Hefei Railway Station Railway Line (including the North Square of Railway Station, Shengli North Road to the North Second Ring Road), Zhongdu Road crosses Shengli Road to Jingtingshan Road, and turns from Jingtingshan Road to the north of Zhuanzhan Road. Article 4 The Municipal People's Government and the people's government of the region where the station area is located shall incorporate the construction of the station area into the national economic and social development plan and make overall plans for the comprehensive management of the station area. Article 5 The Municipal People's Government shall set up a comprehensive management committee of the station area (hereinafter referred to as the management committee) to be responsible for the overall coordination of the comprehensive management of the station area.

Under the leadership of the CMC and the local people's government, the comprehensive management office of the station area (hereinafter referred to as the comprehensive management office) is responsible for the daily comprehensive management of the station area.

The comprehensive law enforcement agency of the comprehensive management office established upon approval shall exercise the power of administrative law enforcement according to law. Article 6 Departments of urban and rural construction, planning, public security, finance, urban management, transportation, environmental protection, forestry and gardening, price, culture, radio and television, health, market supervision and emergency response shall, according to their respective functions and duties, do a good job in the comprehensive management of the station area.

The street office where the station is located shall perform its statutory duties and assist the comprehensive management office to do relevant work. Article 7 The municipal planning administrative department shall, jointly with the people's government where the station is located, prepare the station planning, which shall be implemented after being approved by the Municipal People's government.

The relevant departments of the Municipal People's Government shall solicit the opinions of the people's government where the station area is located when organizing the preparation of special planning involving the station area, so as to link up with the station area planning. Article 8 When implementing comprehensive management in the station area, the comprehensive management office shall do a good job in standardizing management and optimizing services, and achieve the comprehensive management objectives of good order, safe facilities, smooth traffic, clean environment and beautiful city appearance. Chapter II Management System Article 9 The comprehensive management of stations and districts shall be under the unified leadership of the Municipal People's Government, with the overall coordination of the Management Committee, and the management system of municipal district management and compartmentalization shall be implemented. Article 10 The CMC shall do the following work:

(a) to study and formulate long-term comprehensive management planning of the station area;

(two) coordinate and solve the important problems of comprehensive management of the station area;

(three) to formulate and organize the implementation of the target responsibility system and assessment system for comprehensive management of the station area, and to assess the relevant administrative departments of the city, the people's government where the station area is located and the comprehensive management office;

(four) to study and formulate investment plans for major transformation of the station area;

(five) to do other work assigned by the Municipal People's government. Article 11 The people's government where the station is located shall do the following work:

(a) to formulate and organize the implementation of major activities and emergency plans in the station area;

(two) to urge the relevant administrative departments of the district to perform the duties of comprehensive management of the station area;

(3) Cooperate with the infrastructure construction in the station area;

(four) to do other work assigned by the Municipal People's government and the CMC. Twelfth comprehensive management office shall do the following work in the station area:

(a) to be responsible for the daily comprehensive management of the station area;

(two) to formulate specific measures to implement the long-term comprehensive management planning of the station area;

(three) to exercise the entrusted management authority according to law and investigate and deal with illegal acts;

(four) to establish a comprehensive management linkage mechanism and organize joint law enforcement;

(five) responsible for municipal roads, landscaping, sanitation and cleaning, property management, mechanical and electrical equipment and urban infrastructure maintenance;

(six) to formulate measures for the inspection and assessment of comprehensive management work, which shall be implemented after the approval of the CMC;

(7) Organizing emergency drills;

(eight) to do other work assigned by the CMC and the local people's government. Article 13 The relevant departments of the municipal and district people's governments shall seek the opinions of the comprehensive management office before examining and approving administrative examination and approval matters involving the construction of the station area, city appearance and environment, road traffic, culture and sports, etc. Article 14 The relevant departments of the municipal and district people's governments may entrust or authorize the comprehensive management office to exercise the management matters and administrative punishment power of road traffic, city appearance and environmental sanitation, food and drug supervision, landscaping and municipal facilities in the station area.

For administrative functions that cannot be entrusted or authorized according to law, the relevant departments may dispatch law enforcement agencies and personnel to the station area according to the actual management needs. The area under the jurisdiction of law enforcement agencies should be consistent with the management scope of the station area.

The comprehensive management office shall stop or take measures to reduce the harm of illegal acts other than management authority and entrusted management matters, and promptly transfer them to relevant departments for handling.
