Power failure in high-rise residential quarters, does the property have to generate electricity?

Legal subjectivity:

If there is a power outage in the residential area and the property has a standby generator set, the generator should be used to generate electricity, which is determined according to the nature of the emergency power supply of the residential property. If the emergency power supply is used for fire fighting facilities, the property needs to generate electricity. The fire power supply is reserved independently, and the property cannot generate electricity.

Article 35 of the Regulations on Property Management

The realty service enterprise shall provide corresponding services in accordance with the stipulations of the realty service contract. The realty service enterprise fails to perform the realty service contract, causing personal and property safety damage to the owner, and shall bear corresponding legal responsibilities according to law.

Article 44

Within the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users. Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.
