The candidates for the owners' committee may be members of the preparatory group of the owners' congress.

According to Article 16 of the Property Management Regulations, the owners' committee shall, within 30 days from the date of election, file with the real estate administrative department of the district or county people's government where the property is located, the subdistrict office and the township people's government. Members of the owners' committee shall be owners who are enthusiastic about public welfare undertakings, have a strong sense of responsibility and have certain organizational ability. The chairman and deputy directors of the owners' committee are elected from among the members of the owners' committee.

"Guiding Rules of Owners' Congress and Owners' Committee" Article 31 The owners' committee is elected by the meeting of owners' congress and consists of singular numbers from 5 to 1 1. Members of the owners' committee shall be the owners within the property management area and meet the following conditions:
