I. Interim Provisions of Xuchang Municipality on Dog Breeding Management

Item 1 of Article 12 of Xuchang Municipality's Regulations on Promoting Civilized Behavior lists two matters that urban residents should pay attention to when raising dogs: 1. Not in the property management area to raise dogs included in the list of banned; 2. Don't abuse or abandon dogs.

Article 57 of the Regulations on Property Management in Henan Province stipulates that it is forbidden to keep strong dogs and large dogs in the property management area. On 20 18 12.6, Henan Provincial Public Security Department, Henan Provincial Animal Husbandry Bureau and Henan Provincial Department of Housing and Urban-Rural Development issued a notice, which announced the list of dogs prohibited in the property management area of Henan Province, listing 40 kinds of fierce dogs and 10 kinds of large dogs, and dogs over 55 cm were also prohibited.

The fierce dogs banned in the property management area are: Tibetan Mastiff, bull terrier, Akita, German Shepherd Dog, Bitter Dog, Afghan Hound, Tosa Dog, Caucasian Shepherd Dog, Central Asian Shepherd Dog, Newfoundland Dog, Rottweiler Dog, Argentine Du Gao Dog, Weimar Dog, American Staffordshire Dog, French Bulldog, Newburton Dog, Russian Shepherd Dog, Mastiff Dog and Castro Dog. Kelly Blue Terrier, Marinua Dog, Irish Wolfhound, Brazilian Ferrer Dog, Geller Dog, Belindang Terrier, Bassinger Dog, Deer Hunting Dog, Comondor, Flanders Cattle Dog, australian shepherd, Border Terrier, Wolfhound, Kunming Dog and Dutch Maoshi Dog, as well as hybrid dogs and other aggressive dogs with the above bloodlines.

There are 10 kinds of large dogs that are forbidden to be kept, such as Great Dane, Police Dog, Side Dog, Saint Bernard, Great White Bear, Alaskan Sled Dog, burnham Mountain Dog, Ancient Shepherd Dog, Damaqi Dog, Fox Hunting Dog, etc.

Dogs are friends of human beings. Before raising a dog, the owner should think well that the dog will get old and get sick. He must make up his mind to take care of it all his life, and then decide whether to raise it or not. Otherwise, it is disrespectful to life, irresponsible to animals and irresponsible to society. Many "stray cats and dogs" were formerly "pet cats and dogs", so they can't be kept at will because of a whim, and they can't be abused or abandoned during the feeding process.

"Xuchang city civilized behavior promotion regulations" article thirty-fifth the following penalties shall be implemented by the public security organs:

Anyone who, in violation of the provisions of the first paragraph of Article 12 of these regulations, raises a dog in the property management area and is included in the list of prohibited dogs, shall be confiscated by the public security organ and fined not less than 5,000 yuan but not more than 10,000 yuan.

Article 1247 of the Civil Code of People's Republic of China (PRC) stipulates that it is forbidden to keep dangerous animals such as dogs, and if it causes damage to others, the animal keeper or manager shall bear the tort liability.
