Chapter I General Provisions Article 1 In order to strengthen the management of municipal solid waste in this Municipality, improve the level of city appearance and environmental sanitation, protect the ecological environment and safeguard people's health, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Measures of Xiamen Municipality on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 The term "municipal solid waste" as mentioned in these Measures refers to the waste generated by all units and individuals in their daily life and service activities, as well as the waste generated by construction activities in the streets, scenic tourist areas, independent industrial zones, economic development zones and coastal waters of the above-mentioned areas. Chapter II Collection, Transportation and Disposal of Domestic Waste Article 5 The relevant standards for the collection, transportation and disposal of domestic waste and its corresponding facilities, as well as the standards for environmental sanitation and cleaning, shall be implemented in accordance with the standards stipulated by the state, provinces and municipalities. The relevant standards of this Municipality shall be formulated by the professional management department of city appearance and environmental sanitation, and promulgated and implemented after being approved by the administrative department of city appearance and environmental sanitation. Article 6 The environmental sanitation cleaning in the health responsibility area must conform to the environmental sanitation cleaning standards of this Municipality. The environmental sanitation responsibility unit shall be determined in accordance with the following provisions:

(a) urban primary and secondary roads, public squares, footbridges, underpasses, pedestrian tunnels, by the district city appearance and environmental sanitation professional management department is responsible for;

(five) organs, organizations, schools, military units, enterprises and institutions and individual operators are responsible for the cleaning and cleaning of the areas under their jurisdiction;

(eight) the management unit or business unit shall be responsible for the urban coastal waters, beaches, slope protection and sea surface within the operation scope of the port passenger and cargo terminal; Other public * * * waters shall be the responsibility of the professional management department of city appearance and environmental sanitation;

(nine) to hold large-scale outdoor activities, the organizing unit shall be responsible for keeping the site clean and tidy during the activities, and cleaning up the site in time after the activities;

(10) The construction unit is responsible for the construction site and the owner is responsible for the site to be built.

In accordance with the provisions of the preceding paragraph, the area with unclear responsibilities shall be determined by the administrative department of city appearance and environmental sanitation of the district where it is located; Cross regional, the municipal administrative department of city appearance and environmental sanitation shall determine the responsible unit. Article 7 The unit responsible for environmental sanitation must declare the type, quantity, storage location, container type, transportation and treatment mode, disposal site and other matters of its domestic garbage to the professional management department of city appearance and environmental sanitation in the district where it is located, and put it in the designated time, place and manner.

Apply for annual declaration of domestic waste discharge and other matters. The processing time and procedures shall be uniformly formulated and published by the professional management department of city appearance and environmental sanitation. Units that carry out entrusted services of domestic garbage collection and removal shall be declared by the entrusted units; If the entrusted service of domestic garbage collection and transportation is not implemented, the discharger (unit) shall be responsible for reporting. Eighth residents living garbage management should follow the principles of harmlessness, recycling and reduction, and gradually implement the classified collection of domestic garbage.

In the area where the municipal administrative department of city appearance and environmental sanitation announces the implementation of classified collection of domestic garbage, residents shall put domestic garbage into corresponding garbage containers in accordance with the prescribed classification requirements.

Waste furniture, electronic appliances and other large-scale domestic garbage must be put into use in accordance with the time, place and method stipulated and announced by the professional management department of city appearance and environmental sanitation in the district. Article 9 Vehicles, trains, planes and ships that drive or park in the coastal waters of cities must bring their own garbage collection containers (bags) to prevent scattering and spilling, and put them in the stations, airports, ports and docks where they stop according to the places designated by the professional management department of city appearance and environmental sanitation.

Domestic garbage generated by overseas vehicles, ships, planes and other means of transportation needs to be treated in this city, and must be harmlessly pretreated by the generating unit. After passing the inspection by the health and quarantine department, it must be put into the place designated by the professional management department of city appearance and environmental sanitation. Article 10 It is forbidden to throw rubbish and other wastes at shops, buildings, vehicles and ships facing the street. Eleventh garbage collection sites should check the garbage, and do a good job of registration, statistics and disinfection.

Medical wastes and toxic and harmful industrial wastes are prohibited from entering domestic garbage collection and treatment sites. Medical waste and toxic and harmful industrial waste shall be disposed of in accordance with the relevant provisions of the state.
