Regulations of Hohhot Municipality on the Work of Sub-district Offices

Article 1 In order to strengthen the construction of sub-district offices, give full play to the role of sub-district offices, and keep close contact between the government and the people, these Regulations are formulated in accordance with the relevant laws and regulations of the state and the actual situation of this Municipality. Article 2 Sub-district offices are the dispatched offices of the District People's Government, under the leadership of the District People's Government, and exercise corresponding government management functions within their respective jurisdictions. Article 3 The work of sub-district offices should focus on urban management and community service, serve economic construction, promote the construction of socialist material civilization, political civilization and spiritual civilization, and create a civilized community with developed economy, cultural prosperity, social stability, national unity, good order, clean environment, convenient life and harmonious neighborhood. Article 4 The establishment, alteration and cancellation of sub-district offices shall meet the requirements of convenient contact with the masses and effective management according to geographical conditions and the distribution of residents.

The establishment, alteration or cancellation of sub-district offices shall be proposed by the District People's Government and reported to the Municipal People's Government for approval. Fifth street offices to implement the director responsibility system. The director presides over the overall work of the sub-district office, and the deputy director assists the director. The important work of the street office is decided by the director's office meeting.

Street offices shall set up street management committees to co-ordinate regional administrative work. The members of the street management committee are composed of the person in charge of the street office and the agencies of relevant departments in the district. Sixth street offices shall abide by and implement laws, regulations and rules, implement the decisions and orders of the municipal and district people's governments, and complete the tasks deployed by the municipal and district people's governments. Street offices shall formulate street economic development plans and manage street economic work. Article 8 Sub-district offices shall actively cooperate with urban planning, construction and operation management, and put forward rectification opinions or report to relevant departments on illegal acts in violation of urban planning, construction and operation. Ninth street offices shall perform the following urban management duties within their respective jurisdictions:

(a) responsible for the greening and beautification of streets and residential areas, and organizing units and residents to carry out patriotic health campaigns;

(two) responsible for the supervision and management of city appearance and environmental sanitation;

(three) to assist the relevant departments in food hygiene supervision and management;

(four) to cooperate with the municipal and district environmental protection departments to supervise the governance of environmental pollution projects;

(five) cooperate with the relevant administrative departments to supervise the construction unit according to law, and prevent the construction dust and noise from disturbing the people;

(six) to guide, supervise and inspect the property management of residential quarters. Tenth street offices shall perform the following social management duties within their respective jurisdictions:

(a) organize units and residents to carry out activities to create socialist spiritual civilization and organize colorful cultural and recreational activities;

(two) to organize the implementation of the objectives and responsibilities of comprehensive management of social security, and to carry out the work of public security and people's mediation;

(three) to assist the relevant departments to do a good job in the management and service of the foreign population and the rental of houses to the foreign population;

(four) responsible for population and family planning work, the implementation of population and family planning implementation plan;

(five) responsible for social security, yongjunyoushu, social relief, social welfare, recruitment and other management and service work;

(six) to safeguard the legitimate rights and interests of the elderly, women, minors and the disabled;

(seven) other duties that should be performed. Eleventh street offices shall perform the following duties of community service:

(a) to develop community construction standards, establish an evaluation system, implement hierarchical management, promote the construction of spiritual civilization in the community, and strive to build a new modern community with orderly management, perfect service, beautiful environment, good public security, convenient life and harmonious interpersonal relationship;

(2) Vigorously develop community culture, education, medical and health care, sports, popular science and other undertakings, educate residents on the legal system and social ethics, carry out community comprehensive medical and health services, establish community medical and health service institutions, and build community cultural stations, civic schools, and activity centers for the elderly. , carry out cultural and sports activities;

(three) the development of community service industry, and guide the establishment of service entities to facilitate the people;

(four) to coordinate the relevant departments to do a good job in the employment of unemployed people, laid-off workers, disabled people and retirees;

(five) to reflect the opinions, suggestions and requirements of community residents to the District People's government and the higher authorities.

Sub-district offices may hold joint community meetings attended by relevant units in their respective jurisdictions to discuss and coordinate community construction and community services. Twelfth street offices to guide the community residents committee to do the following work:

(a) to publicize the Constitution, laws, regulations and national policies, educate residents to fulfill their obligations stipulated by law, and safeguard the legitimate rights and interests of residents;

(two) to maintain the social order of the community and do a good job in comprehensive management; Carry out civil mediation work; Assist the public security department to do a good job in the management of foreign population;

(three) do a good job in environmental protection, public health, greening and beautification of community residents;

(four) the development of community medical and health services, do a good job in community family planning;

(five) to assist the relevant departments to do a good job in community youth education;

(six) to develop community culture and education, popularize scientific knowledge, and carry out activities to create socialist spiritual civilization;

(seven) to carry out community services for the convenience and benefit of the people, and to set up service entities for the convenience and benefit of the people;

(eight) to assist the relevant departments to do a good job in the social management and service of unemployed, laid-off and retired people in the community;

(nine) to guide and supervise the property management and services of this community;

(ten) to decide community affairs independently according to law.

Sub-district offices guide neighborhood committees to establish community deliberation committees to make decisions, coordinate and supervise community affairs. The community deliberation committee consists of members of the community residents committee, representatives of the resident units and community police.
