The term "lessor" as mentioned in these Provisions includes the owner of the house, the legal user, the actual manager and the institutions and personnel entrusted to manage the rented house.
These Provisions shall apply to the management of rental houses within the administrative area of Shenzhen.
If the government has other provisions on the management of public rental housing and industrial housing, those provisions shall prevail. Article 3 The municipal and district people's governments shall strengthen the leadership and coordination on the management of rental housing and population, establish and improve the management institutions and systems, and include the management of rental housing and population in the annual assessment scope.
Street offices should strengthen the management of rental housing and population, organize street population and housing comprehensive management institutions and relevant departments to do a good job in related management. Article 4 The comprehensive population and housing management institution shall be responsible for verifying and collecting the population information and housing information of the rental house, investigating the hidden dangers of the rental house that can be found intuitively, and assisting the functional departments to carry out rectification work.
Public security organs are responsible for the management of public security of rental houses and the management of population household registration, and guide the collection of population information.
Planning and natural resources, housing and construction, ecological environment, taxation, market supervision, health, culture, emergency management, urban management and comprehensive law enforcement departments shall, within the scope of their respective statutory duties, manage rental houses according to law. Fifth city population and housing comprehensive management institutions shall perform the following duties of rental housing management:
(a) responsible for the development, construction, management and maintenance of rental housing information management system;
(two) responsible for the compilation, maintenance and update of housing coding information;
(three) to guide and supervise the verification and collection of basic information on population and housing in each district;

District population and housing comprehensive management institutions shall perform the following rental housing management duties within their respective jurisdictions:

(two) to organize the streets to carry out the verification and collection of basic information on population and housing;
(three) to coordinate the functional departments to carry out information investigation and notification of the hidden dangers of rental housing;
(four) organize streets to carry out other rental housing management services.
Population basic information refers to the residence registration information stipulated in the Regulations of Shenzhen Special Economic Zone on Residence Permit. Basic housing information includes housing address, housing area, actual use, use status and other physical housing information. Article 6 Property service enterprises, real estate brokerage agencies, joint-stock cooperative companies and other units shall assist relevant government departments in the management of rental houses. Article 12 The lessor shall, within seven days from the date of the establishment and change of the lease relationship, declare the information of the leased house to the street population and comprehensive housing management agency where the house is located, including the name, contact information, type and number of identity documents of himself and the residents of the leased house.
Non-Shenzhen household registration personnel shall apply for residence registration in accordance with the Regulations of Shenzhen Special Economic Zone on Residence Permit.
Foreigners and residents of Hongkong, Macao Special Administrative Region and Taiwan Province Province shall be handled in accordance with relevant regulations. Thirteenth the lessor in the same building is under any of the following circumstances, it shall designate a special person to fulfill the obligation of information declaration, and report the identity information and contact information of the special person to the street population and comprehensive housing management institution where the house is located:

The staff of the comprehensive population and housing management institution shall conduct on-the-spot verification of the information declared by the reporting obligor.
