Can a property do two sets of fire protection facilities independently?

This shouldn't work.

"Residential Buildings-Requirements for Building Fire Prevention and Fire Fighting Facilities" does not mention this problem. As long as the building meets the requirements, one set is enough, and it is impossible for the property to have two sets.
