If you don't do property, you don't have to pay the property fee, and you can provide property services according to the contract. If the property management does not conform to the contents of the contract, it is a breach of contract, and the property fee can be refused, but the evidence of inaction of the property management office must be left, and only the property fee that is omitted from the property management can be refused, but not all the property fees.

The use of property fees is as follows:

1. Property fee has the function of maintaining the value of the owner's property;

2. Property fee is the guarantee of quality of life.

Legal basis: Article 944 of the Civil Code of People's Republic of China (PRC).

The owner shall pay the property fee to the property service provider as agreed. If the property service provider has provided services in accordance with the agreement and relevant regulations, the owner shall not refuse to pay the property fee on the grounds that he has not accepted or does not need to accept the relevant property services.

If the owner fails to pay the property fee within the time limit in violation of the agreement, the property service provider may urge him to pay it within a reasonable period of time; If the payment is not made within a reasonable period, the property service provider may bring a lawsuit or apply for arbitration.

The property service provider shall not stop power supply, water supply, heat supply and gas supply to demand payment of property fees.

Article 946

If the owner decides to dismiss the property service provider according to legal procedures, the property service contract may be terminated. If it decides to dismiss, it shall notify the property service provider in writing 60 days in advance, unless the notice period is otherwise stipulated in the contract.

If the termination of the contract in accordance with the provisions of the preceding paragraph causes losses to the property service provider, the owner shall compensate for the losses, except for reasons not attributable to the owner.
