The payment of property fees has always been the source of the contradiction between owners and property. The Regulations of Beijing Municipality on Property Management, which came into effect on May 1 day in Beijing, gave an answer to the above-mentioned property fee problem to a certain extent, and made the function of the property and the problems coming and going more clear.

According to the provisions of Articles 28 and 61 of the Beijing Property Management Regulations, owners can manage their own property or entrust others to manage it, and entrust property service enterprises to provide property services. A property management area shall hire a property service enterprise to provide property services.

However, regardless of self-management or entrusting others, the owners should pay the property fees in full and on time according to the charging items and standards agreed in the property service contract.

But in practice, owners can set up owners' meetings, which can decide or adjust property services, service contents, service standards and service prices. The owners' committee may, on behalf of the owners, sign a written contract with the property service providers selected by the owners, stipulating the contents and standards of property services, fees, housing for property services, contract term, liability for breach of contract, etc.
