In this area, many aunts have been dancing for many years, getting along well with nearby residents, and rarely encounter conflicts such as residents' protests. And there is a special lead dancer as the person in charge of this place. When residents have opinions about this, she will communicate and negotiate with them. In this atmosphere, the aunts also danced very comfortably.

Baike Supermarket is located in the community center, under a nursing home. In addition to the residents nearby, there are aunts dancing in this area and some aunts in nursing homes. They all say that it doesn't have much influence, and it won't affect work and shopping if they can hear it occasionally, and support middle-aged and elderly people to go out to exercise. In addition, the person in charge of the supermarket said that the effective use of the large open space at the door will also contribute to the popularity of the supermarket, which can be said to be mutually beneficial on the basis of appropriate square dance volume.

Residents and supermarket staff expressed their support for the aunts' square dance. They naturally became happier when dancing, and even many of them formed a deep friendship with supermarket salespeople.

(3) Open space downstairs of residential building

In the survey, although the first two square dances reflected well, nearby residents and dancing aunts could understand and respect each other, forming a harmonious atmosphere, but here, the situation is very different.

This clearing is next to a residential building, and there are many balconies above it. Residents interviewed said that the square dance was loud and caused great interference to their lives. Moreover, it has communicated with her aunt more than once, and even had conflicts many times, breaking several stereos, but the situation has never improved. The police at the police station all said that they had received reports more than once, saying that the loud square dance disturbed the residents in that area and caused conflicts, but they also expressed their helplessness. Second, the current situation analysis

In contrast, we found that among the three relatively fixed square dance concentrated areas in the youth community, the first two areas, which are far away from residential areas and have less noise to residents, have relatively harmonious atmosphere. Almost all the interviewed households have an understanding attitude, understand the inconvenience caused by occasional interference, and try to solve it by themselves. For example, an aunt near the basketball court said that because the volume she can hear at home is actually very small, she usually doesn't care too much, but because she needs to work in the middle of the night every month (midnight 12, and go to bed at six or seven in the evening), going to bed early is sensitive to the sound, so the sound of square dance outside is easy to disturb her and lead to insomnia. And when I mentioned whether to negotiate with the dancing aunts, she waved her hand again and again to show her understanding. In the interview process of the first two fields, mutual understanding is almost a word that every interviewee will mention. The residents in the third district are almost angry and can't wait to ban the square dance. Is it because the residents in the first two areas are easier to talk to? During the interview, residents in the first two areas also said that the premise of understanding is that the volume of the aunts' square dance is moderate. If it's downstairs, the noise is so loud that anyone can't stand it.

As for the emergence of the square dance problem, in addition to the problems of both sides, some residents have also raised it, which has a lot to do with the lack of community culture. After dinner, people have little choice but to play mahjong, cards and square dance. The lack of public land and cultural activities of community organizations are the reasons for these problems.

In addition, more than 80% of the residents surveyed said that they were troubled by the noise of square dance. In addition to negotiating with the dancing aunt, they will also report to the community and the media at the first time. But the interviewees who contacted the community told me that they not only failed many times, but the community didn't even respond and perfunctory. I also visited relevant people in the community and the media for this purpose. In this regard, community workers also expressed their helplessness. First of all, there is no hard policy to refer to at present; Second, the community has no executive power, and it can only be based on mediation and dissuasion. It is impossible to rigidly stipulate which area can jump or not. Moreover, the semi-open state of the community also increases the difficulty of management. In addition, there are parks, supermarkets, newsstands, primary schools, many grocery stores and nursing homes. In the youth community, the green area is large and the public land is also large. They also contacted the Youth Park. Although there is open space at the gate of the park, there is no light at night. The flow of people in the park is very small, and the park is not under the control of the community, so it is impossible to install lights. This series of problems made them unable to solve the problem of loud square dance noise in the open space under residential buildings.

However, media personnel believe that because the state has not issued relevant management policies and local governments have not given any instructions on this issue, their intervention is also difficult to solve the problem, and they can only film the process of contradictions between the two sides, which has little effect on the actual solution. Moreover, this situation is widespread now, and it is difficult to organize a formal press release on this topic unless there are some radical incidents.

Three. Comments and suggestions

At present, many governments have taken measures to control the disturbance of square dance. And the government has made efforts, but it gives people a feeling of reluctance to leave.

For example, the Legislative Affairs Office of Xi City issued the Regulations on the Prevention and Control of Environmental Noise Pollution in Xi City (Draft) (draft for comments), which is intended to stipulate that activities that produce noise such as square dancing are not allowed in residential areas from the evening of/kloc-0 to the evening of 7: 00 the next day.
