According to the Property Law and the National Metrology Law of People's Republic of China (PRC), the property right of outdoor water meters belongs to the owner, not the property.

According to the Property Law, the ownership of parking spaces and garages planned for parking cars within a building division shall be agreed upon by the parties through buying, selling, giving or leasing. This shows that the ownership of parking spaces and garages can be determined by agreement, and the water meter, as a device for measuring the owner's water consumption, also belongs to the category of property management and is installed and used by the owner himself.

The National Metrology Law of People's Republic of China (PRC) stipulates that the water meter is installed voluntarily by the owner, and it is the legal right of the owner to measure the water quantity. Although the management and maintenance of the water meter is the responsibility of the property company, the property right and replacement cost of the water meter should be borne by the owner.

Therefore, according to the law, the property right of the outdoor water meter of each household in the community belongs to the owner himself.
