Where should the utilities of residential property come from?

Generally speaking, in cities and regions where "one meter for each household and one fee for each terminal" is realized (the sign of realization is that the electric power company or water supply company will send someone to visit or remotely read the meter on a fixed meter reading day every month), the water and electricity charges in the owner's home will be borne by the owner himself and paid to the water supply company or electric utility company;
