Large-scale facilities mainly refer to the backbone projects of roads, bridges, water supply and drainage, power supply, heating, gas, posts and telecommunications, sanitation, bus stops, landscaping and other infrastructure. And the administrative building of street-level institutions.

Small-scale facilities mainly refer to infrastructure such as roads, bridges, water supply and drainage, power supply, heating, gas, fire protection, communication, cable TV, sanitation, greening, parking lots (garages), buildings for management services below the street level, and other service facilities such as education, medical care, culture, sports and commerce. Units in charge (management) purchase goods at basic cost: grain and oil stations, bazaars, ordinary bathrooms, housing for the tertiary industry of neighborhood committees, housing for the tertiary industry of property management, post offices, etc.

If the service scope of supporting facilities exceeds the development and construction of plots, the construction investment shall be shared by the beneficiary plots according to the proportion of construction area.
