Is the parking fee in the public space of the community reasonable?

Depending on the specific location, it belongs to the approved parking space or the developer's special parking space, and the charge is reasonable. If it belongs to the public part of the community, the charge is unreasonable. But then again, although parking in public places should not be charged, it still needs to be managed by someone, otherwise parking will make the community unable to live, so it seems reasonable for the property to charge some parking management service fees.
