10 10/3 1 day, the Ministry of Housing and Urban-Rural Development and the Ministry of Civil Affairs jointly issued the Notice on Carrying out the Pilot Work of Building a Complete Community (hereinafter referred to as the Notice).

The "Notice" requires that all provincial-level housing and urban-rural construction and civil affairs departments should establish a coordination mechanism with relevant departments, combine the work of transforming old urban communities, old neighborhoods and villages in cities, make overall plans to promote the pilot project of complete community construction, explore construction methods and innovative construction modes according to local conditions, improve construction standards, and improve the coverage rate of complete communities from point to area.

Organize each city (district) in the region to select 3 to 5 communities to carry out a complete community construction pilot, prepare a pilot work plan, and clarify the pilot objectives, pilot contents, key projects, implementation timing and safeguard measures.

The notice requires that the pilot community should plan and build comprehensive community service facilities, kindergartens, nurseries, elderly service stations and community health service stations, and will also be equipped with convenient commercial service facilities such as canteens and domestic service outlets.

The pilot period starts from June 2022 10 and lasts for 2 years. Focus on the following four aspects to explore the experience that can be replicated and popularized.

How to establish a complete community pilot?

Improve community service facilities

The circular requires that the pilot communities should plan and build comprehensive community service facilities, kindergartens, nurseries, elderly service stations and community health service stations. Every hundred households have comprehensive service facilities with an area of not less than 30 square meters, and more than 60% of the construction area is used for residents' activities. In addition, the pilot community should adapt to the daily needs of residents and build convenience commercial service facilities such as convenience stores, vegetable shops, canteens, mail and express service facilities, barbershops, laundries, pharmacies, maintenance points, and domestic service outlets. At the same time, new communities should rely on comprehensive community service facilities, pay attention to the layout and comprehensive construction of various community service facilities, and provide one-stop services for residents. The existing community can determine the standard and form of facilities construction according to the actual situation, and fill the shortcomings by means of supplementary construction, purchase, replacement, lease and transformation. In addition, all localities should co-ordinate a number of complete communities to build vibrant neighborhoods, and build primary and secondary schools, nursing homes, community hospitals and other facilities to connect with the 15-minute life circle to provide more perfect public services for residents.

Create a livable living environment

The pilot communities should combine the renovation of old urban communities and the aging renovation of urban gas pipelines, and strengthen the renovation and construction of infrastructure such as water supply, drainage, power supply, roads, gas supply, heating (central heating area), security, parking fees, slow-moving systems, accessibility and environmental sanitation. In addition, the circular encourages qualified communities to build centralized parking and charging places for electric bicycles, and at the same time promotes community transformation suitable for the elderly and children, encourages the establishment of simple fitness facilities in community parks, idle open spaces and buildings, and opens up fitness and leisure sports venues.

Promote intelligent services.

The pilot community should build a smart property management service platform, promote the interconnection and integration of smart property management service platform with urban operation management service platform and smart home terminal, and provide integrated management and services. At the same time, the pilot community should integrate home services such as housekeeping, old-age care and education, link the living service resources around the community, and build a smart life service circle that facilitates the people and benefits the people.

Improve the community governance mechanism

Establish and improve the community consultation mechanism led by party organizations, build an exchange and discussion platform, promote designers to enter the community, and guide residents to participate in the whole community construction. On major issues concerning the vital interests of the masses, such as the adjustment and optimization of community scale, the construction and transformation of community service facilities, and the functional allocation of community comprehensive service facilities, we should listen to the opinions and suggestions of the masses extensively. Carry out urban management into community work, effectively meet the needs of the masses and improve the level of urban management and service. Carry out activities to create a beautiful environment and a happy life, cultivate community culture, condense community knowledge, and enhance residents' sense of identity and belonging to the community.
