Location benchmark price and road type of commercial buildings
According to the relevant provisions of Jiangsu Province and Suzhou City's Regulations on the Management of Urban Housing Demolition, combined with the actual situation of our city, the location, benchmark price and road category of urban housing demolition in Taicang City are adjusted as follows:
I. Location of Demolition
(1) Class I area: east of Taiping Road; South to Shanghai Road; West to changchun road; North to Zhenghe Road.
(2) Class II area: East: Taiping Road to Dongting Road; South: Shanghai Road to Liu Xinhe; West: changchun road to National Highway 204; North: Zhenghe Road to Suzhou Road.
(3) Three types of areas: East: Dongting Road to Changsheng Road; South: Southern Suburb New Town Planning Area; West: National Highway 204 to Wu Tang River; North: Suzhou Road to Beijing Road.
(four) areas outside the three types of areas shall be formulated by the town and district where they are located and reported to the Municipal Price Bureau and the municipal construction administrative department for approval.
Note: 1. Roads and rivers are divided by the middle of roads and the middle of rivers.

The location benchmark price of residential house demolition in Class III areas is 1700 yuan/㎡.

Location benchmark price of commercial housing demolition in Class I area: 5,400 yuan/㎡ along main road; 4400 yuan/square meter along the secondary road; 3,500 yuan/m 2 along Jiangjun Road.
Location benchmark price of commercial housing demolition in the second-class area: 4,400 yuan/m 2 along the main road; 3,600 yuan/square meter along the secondary road; 3,300 yuan/m 2 along Jiangjun Road.
Location benchmark price of commercial housing demolition in Class III areas: 3,600 yuan/㎡ along main roads; 3,200 yuan/m2 along the secondary trunk road.
(3) Location benchmark price of non-commercial housing demolition:
The benchmark location price of non-commercial housing demolition in Class I area is 450 yuan/m2;
The benchmark location price of non-commercial housing demolition in the second-class area is 400 yuan/m2;
Location benchmark price of non-commercial housing demolition in Class III areas is 350 yuan/㎡.

In order to further accelerate the process of urbanization and comprehensively improve the level of development and construction, this opinion is formulated in accordance with the spirit of the Interim Measures for the Administration of Homestead in Suzhou (Fu Su [2003] No.66) and combined with the actual situation of this Municipality.

I. Overall objectives and requirements
Follow the Decision of Suzhou Municipal Party Committee and Municipal Government on Accelerating the Urbanization Process (Su Fa [2003]2 1No.), "Insist on paying equal attention to government promotion and market operation, and coordinate urban and rural economic and social development; With the innovation of system and mechanism as the driving force, we will vigorously improve the level of urban modernization, accelerate the process of rural urbanization in an all-round way, and actively create a regional urbanization road ",straighten out the system, innovate the mechanism, focus on strengthening and improving the planning, construction and management of rural homestead, comprehensively improve the living environment of farmers, improve the quality of life, and strive to build our city into a modern port city with reasonable layout, convenient transportation, supporting facilities, beautiful environment, economic prosperity, social civilization and distinctive features.
Where in the urban and town planning area, the planning area of two districts (port area, new district) and the town development area, due to the needs of development and construction, and the needs of social welfare undertakings and economic construction outside the urban and town planning area, the farmers' houses involved in the demolition shall be pre-demolished and compensated in advance according to the relevant provisions, and placed in apartments. Where in the urban planning area, due to the needs of urban construction, the relocated households will be compensated according to the relevant provisions, and will be resettled with apartment-style fixed sales houses. Support and encourage relocated households to accept monetary resettlement and enter cities and towns to buy commercial housing with money. Farmers who need to build new houses outside the planning areas of cities and towns and various development zones will enter the farmers' new village in accordance with the planning and construction requirements, and will also be encouraged to live in apartment-style fixed-sale houses.
Second, the basic principles of demolition and resettlement compensation
1, house property right exchange and monetary resettlement shall be combined for demolition and resettlement. Housing property rights exchange shall be based on the legal construction area of the house to be demolished, and equal area replacement shall be implemented in principle, that is, "one demolition and one replacement"; Encourage relocated households to accept one-time monetary compensation and resettlement.
2. Identification of the legal construction area of the house to be demolished. The legal construction area of rural houses to be demolished shall be subject to the building approval of the original town (District) people's government (Administrative Committee) and the land administrative department, and the construction area shall not exceed 65% of the area of the right to use the homestead at most (a few towns may relax to 70% due to the small area approved 96 years ago).
3. The compensation standard of demolished houses is mainly determined according to the replacement price of demolished houses, the evaluation price of decoration and accessories, the location benchmark price of demolished houses, the legal construction area of demolished houses and other factors.
4, demolition location and location benchmark price, by the towns (districts) reported to the Municipal Planning and Construction Bureau audit, and approved by the municipal government.
5, about the rural poor households (defined by the civil affairs department) resettlement measures. According to the actual situation, towns (districts) can provide preferential living area of 100 square meter in principle.
6, the implementation of resettlement transitional subsidies. During the period from the demolition of the original house to the occupancy of the new house (within 3 months after obtaining the key of the apartment-style fixed-sale house), the rent subsidy for the transitional housing of the demolished farmers will be given; Farmers who accept monetary resettlement will be given a one-time housing rent subsidy of 3 months.
7. Farmers who live in apartment-style communities (including those who receive monetary resettlement), men over 60 years old and women over 55 years old, can enjoy the minimum living guarantee standard for urban residents on the premise that all family members participate in social endowment insurance (making up the difference on the basis of enjoying relevant compensation or endowment insurance).
Third, the operation mode of apartment-style resettlement houses.
1, the two towns should do a good job in the planning, site selection and specific design of apartment-style residential quarters as soon as possible according to the actual situation. The site selection design scheme of apartment-style residential quarters will be accelerated after being audited by the Municipal Bureau of Land and Resources and the Planning and Construction Bureau and reported to the municipal government for approval. The location of apartment-style residential quarters should conform to the overall planning, achieve high starting point planning, high standard construction and high level management, and build residential quarters with convenient transportation, complete facilities, complete functions and beautiful environment.
2. The land of apartment-style residential quarters is obtained by the lowest protection price agreement. After deducting the relevant expenses paid by the state, province and city, the balance will be returned to the towns (districts) in full. 65,438+00% of the land in the community is allowed to be reserved for commercial housing development, and all the value-added income will be used for community construction and related property management fees.
3, apartment-style residential areas by the towns (districts) to entrust a qualified development company, the implementation of pricing repurchase; Market bidding can also be carried out in the form of fixed sales of houses.
4. All the construction fees and local fees related to apartment-style resettlement houses in the deed tax and license fees for the resettlement households for real estate licenses and land certificates at one time shall be reduced or exempted, and the resettlement households can enter the market for swap transactions after obtaining the housing property rights.
Fourth, strengthen organizational leadership.
All localities and departments must unify their thinking, raise awareness, implement measures and conscientiously implement them from the strategic height of practicing the "Theory of Three Represents" and realizing the "two firsts".
1, adhere to the correct direction of public opinion. Through various forms of publicity and education, we will guide farmers to change their traditional ideas and make them fully realize that implementing the new homestead management method is the fundamental way to speed up the urbanization process, narrow the gap between urban and rural areas, change farmers' traditional lifestyle and improve farmers' quality of life. It is a concrete embodiment of the party and the government doing practical things for the people, and the whole society should actively cooperate with and support the implementation of this policy.
2. Effectively strengthen organization and coordination. Leaders of towns (districts) should correctly handle the immediate and long-term relationship, do a good job in publicity, education, persuasion and explanation, concentrate on overcoming difficulties and ensure the smooth implementation of this work. All relevant departments of the city should cooperate closely and actively support the development of this work.
3. Carefully organize and implement. Towns (districts) should set up a leading group for demolition and resettlement, deploy elite soldiers and strong generals, form a strong work team, be specifically responsible for the implementation of the Interim Measures for the Administration of Homestead in Suzhou, and provide one-stop and full-process services for compensation for demolition and resettlement. At the same time, it is necessary to properly handle the possible group visits and cross-visits in the implementation process to ensure the orderly management of homestead.
