According to the Civil Code, the draft proposes to reduce the voting threshold for the secondary development and renovation of residential property by using some elevators. If the residential property needs to be redeveloped and rebuilt by adding elevators in some areas, it shall be voted by the owners who account for more than two-thirds of the exclusive area of the building or the unit, voted by the owners who account for more than three-quarters of the exclusive area, and agreed by more than three-quarters of the voters, in line with laws, regulations and technical standards such as planning, land, construction, environmental protection and fire control management, and handled according to law. This means that it is necessary to obtain the consent of more than half of the owners and more than half of the voters in the exclusive area, that is, the "double-and-a-half" owners agree to go through the relevant procedures to install elevators.
