Who decided to enter the old community?

The developer decided to enter the old community. Before the establishment of the owners' committee, the property company in the newly-built residential area was hired or invited by the developer to enter the site. After the establishment of the owners' committee, the owners' committee will hold a meeting of owners and decide to hire a property management company. There is no owners' committee in the old community, which is the responsibility of the developer, and the local community neighborhood committee or street office organizes and coordinates.

Property refers to all kinds of houses and their supporting equipment, facilities and venues that have been built and put into use. Property can be large or small. A flat can be a property, and a building can also be used as a property. The same building can be divided into several properties according to different ownership. Property includes a variety of formats, such as office buildings, commercial buildings, residential quarters, villas, industrial parks, hotels, factories and warehouses.

Owners in the same property management area shall, under the guidance of the real estate administrative department of the district or county people's government where the property is located or the subdistrict office or the township people's government, set up the owners' meeting and elect the owners' committee. However, if there is only one owner, or if the number of owners is small and all owners agree unanimously, it is decided not to set up the owners' meeting, and the owners will jointly perform the duties of the owners' meeting and the owners' committee.
