Article 3 The public security organ is the competent department of motor vehicle parking management in residential areas, and each police station is responsible for the implementation. The parking lot set up in the property management community accepts the supervision and guidance of the public security police station. Article 4 In residential areas, no unit or individual may park all kinds of motor vehicles (except ambulances, fire engines, police cars, cleaning vehicles, dung suction vehicles, engineering rescue vehicles and other licensed motor vehicles) without authorization. Motor vehicles need to be parked in the garage and yard, and must be approved by the public security police station or the community management Committee. Article 5 Public security police stations shall implement unified setting and management of motor vehicle parking lots for residents within their jurisdiction. Article 6 The establishment of parking lots shall follow the principles of safety, convenience for evacuation, no disturbance to the people, no traffic jam and convenience for the masses. Conditional can establish a fixed motor vehicle parking lot; Unconditionally, temporary parking lots for motor vehicles at night can be set up on the third and fourth grade roads within the jurisdiction, or idle courtyards of schools, institutions, industrial enterprises and units can be used for limited parking. Article 7 Traffic signs and markings shall be set up and marked in motor vehicle parking lots, equipped with lighting, fire prevention and anti-theft facilities. Article 8 Whoever establishes a locomotive parking lot to engage in parking service activities shall hold a business license issued by the administrative department for industry and commerce. Ninth motor vehicle parking fees should be strictly in accordance with the standards stipulated by the price department. Tenth because of civil strife, parking and misplacing motor vehicles, given a warning by the local police station, or a fine of more than 50 yuan and less than 200 yuan. If it is still not corrected, it will be handed over to the public security traffic management department for one to three months. Eleventh whoever fails to enter the parking lot or safety precautions are not implemented, the owner will be fined from 200 yuan to 1000 yuan; The unit shall be fined two thousand yuan to twenty thousand yuan. Twelfth motor vehicles are stolen in residential areas, the police station will not issue a certificate of theft. Thirteenth specific issues in the implementation of these Provisions shall be interpreted by the Municipal Public Security Bureau.
