Article 6 In any of the following circumstances, the property management department shall, jointly with the construction unit, organize the first owners' meeting to elect the owners' committee:

(a) the sale rate of public housing reached more than 30%;

(two) residential areas (including residential areas) occupancy rate of more than 50%.

Article 7 The owners' committee shall be elected by the owners' congress, and the members of the owners' committee shall be the owners.

Article 8 The owners' congress is composed of all owners.

The resolution made by the owners' meeting shall be adopted by more than half of all the owners.

The owners' committee shall convene the owners' meeting at least once a year; Upon the proposal of more than fifteen percent of the owners, the owners' committee shall convene the owners' meeting on the proposed topic.

Ninth owners' committee is an organization that represents all owners in the property management area to implement autonomous management of the property.

The chairman, vice-chairmen and members of the owners' committee are elected by the owners' congress among all the owners.

The owners' committee consists of five to fifteen people according to the scale of the property.

The term of the owners' committee is two years.

Article 10 The owners' committee shall perform the following duties under the supervision and guidance of the owners' congress:

(a) to convene and preside over the owners' meeting and report on the implementation of property management;

(2) Selecting and appointing a property management enterprise through bidding, and concluding, modifying or terminating a property management contract with the property management enterprise;

(three) to supervise the use of public facilities, equipment and public venues;

(four) to examine and approve the property management plan put forward by the property management enterprise;

(five) to listen to the opinions and suggestions of the owners and supervise the work of the property management enterprises;

(six) other duties entrusted by the owners' congress.

Article 11 The owners' committee shall hold regular meetings, and its decision shall be valid only if it is approved by more than half of all members.

When the owners' committee holds a meeting, it shall invite relevant government departments and neighborhood offices, police stations, residents' committees, property management enterprises and other units to participate.

Twelfth owners' convention is a code of conduct for the use, maintenance and management of property services, which is binding on all owners and non-owners.

The owners' convention shall come into effect as of the date of consideration and adoption by the owners' congress.

Thirteenth before the entry into force of the owners' convention, the owners and non-owners shall abide by the management regulations formulated by the development and construction units.
