If you don't pay the property fee, the property will not be stamped.

First, no divorce certificate is not a divorce;

Second, the divorce registration procedures:

(1) If a man and a woman divorce voluntarily and reach an agreement on child support and property disposal, they must register for divorce in person at the marriage registration office where one of them is registered. When applying, you should hold a resident identity or household registration certificate and a marriage certificate. If the marriage registration authority finds out that the situation is true, it shall grant registration, issue a divorce certificate and withdraw the marriage certificate.

(2) If one of the men and women requests a divorce, or both parties request a divorce, but no agreement has been reached on child support and property disposal, the marriage registration authority will not accept it.
