Chapter I General Provisions Article 1 In order to standardize property management activities, safeguard the legitimate rights and interests of owners and property service enterprises, improve the living environment and build a harmonious community, these measures are formulated in accordance with the Property Law of People's Republic of China (PRC), the Regulations on Property Management of the State Council and the Regulations on Property Management of Xinjiang Uygur Autonomous Region, and in combination with the actual situation of Bayinguoleng Mongolian Autonomous Prefecture. Article 2 These Measures shall apply to the management, use, maintenance, service, supervision and management activities of property within the administrative area of Autonomous Prefecture. Article 3 The people's governments at or above the county level shall incorporate property management into the local modern service industry development planning, urban and rural construction and social governance system, establish a comprehensive coordination mechanism for property management, promote the development of property services, and strengthen the construction of national unity, peaceful and harmonious communities. Article 4 The real estate administrative departments of the people's governments at or above the county level shall be responsible for the supervision and management of property management activities within their respective administrative areas.

The real estate administrative department of the people's government at or above the county level shall provide the model text of the temporary management statute or management statute and property service contract.

Development and reform, public security, emergency, urban management and other relevant functional departments are responsible for property management within their respective responsibilities. Chapter II Owners, Owners' Committees and Enforcement Agencies Article 9 Owners shall enjoy the rights stipulated by laws and regulations and perform their obligations in property management activities.

Owners may entrust property users to exercise their rights and perform their obligations according to law. Tenth owners and property users shall abide by laws and regulations and management regulations, and shall not have the following acts:

(a) damage or change the load-bearing structure, main structure and doors and windows of the house without authorization, and overload the storage of goods;

(2) Changing rooms or balconies without waterproof requirements into bathrooms and kitchens, or changing the kitchen, bedroom, living room and study of lower-level households into bathrooms;

(four) unauthorized occupation, excavation of roads and venues within the property management area, against the interests of the owners;

(six) in violation of the relevant provisions of the housing lease;

(seven) raising animals to interfere with the normal life of others;

(eight) damage to trees, green spaces or planting vegetables in public places;

(nine) illegal storage of inflammable, explosive, toxic, radioactive and other dangerous goods;

(ten) unauthorized occupation of fire exits, damage or unauthorized deactivation of public fire control facilities and equipment, hindering the smooth flow of public fire exits, fire exits and fire exits;

(eleven) unauthorized dumping of garbage, throwing objects at high altitude, discharging sewage, throwing debris or burning debris in the open air;

Owners of their own management, it shall make a decision on the following matters, to the county people's government real estate administrative departments for the record, and send a copy to the neighborhood offices or Township People's governments:

(1) Self-managed executing agencies and managers;

(two) the content, standard, cost and time limit of self-management;

(3) A plan to employ a professional organization;

(4) Other contents related to self-management. Chapter III Property Management Services Article 12 Rights and obligations of property service enterprises in property service activities:

(a) to provide property services in accordance with the property service contract and the relevant property service standards of the state and the autonomous region;

(two) according to the property service contract to collect property services;

(three) to stop the behavior that hinders the property management or harms the interests of the owners;

(four) before the owners and property users use the property, they shall inform the owners and property users in writing of the relevant provisions, maintenance requirements and precautions for the use of * * * parts, * * facilities and supporting facilities and equipment;

(five) check the main items of the owners' decoration of renovation contract, and report to the owners' committee and the relevant administrative departments;

(six) in accordance with the provisions of laws and regulations, to assist the public security organs to do a good job in the security work in the property management area;

(seven) in accordance with the provisions of the property services contract, regular maintenance of * * * parts, * * facilities and supporting facilities and equipment;

(eight) make records of maintenance, maintenance, renewal and its expenses, provide free inquiry service for the owners, and properly keep the property files and related financial books;

(nine) to listen to the opinions of the owners' committee, owners and property users, and to improve and perfect the property services;

(ten) actively cooperate with the neighborhood offices or Township People's governments and residents' committees to do a good job in community management;

(eleven) to maintain the environmental sanitation of the property service area, and to timely inspect, clean up and restore the original appearance of the areas where the owners pile up garbage and other items, depict, scribble and deface the walls;

(twelve) other rights and obligations stipulated in laws and regulations and property services contracts.
