First of all, we must know the source of water charges.

According to Article 44 of the Property Management Regulations:

Within the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units shall charge relevant fees to the end users.

Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.

To sum up, it is unprofitable for property companies to collect water charges, purely for the convenience of owners. If the property company issues an invoice, it is equivalent to increasing the tax payment point of the property company for no reason, which is unreasonable and the property company has the right to refuse.

If a water supply unit entrusts a property company to collect water charges, it shall issue an invoice from the water supply unit. Therefore, it is the owner's right to negotiate the invoice with the water supply unit through the property or go directly to the water supply unit to receive the invoice.
