Article 5 The county (city) and district real estate administrative departments shall, jointly with the subdistrict offices and township people's governments, convene a joint meeting of property management attended by relevant units and the owners' committee or owners' representatives to coordinate and solve the following matters:

Thirteenth owners who did not participate in the voting of the owners' meeting can be included in more than half of the votes, which shall be stipulated by the management statute, the temporary management statute or the rules of procedure of the owners' meeting.
The relevant materials voted at the meeting of the owners' congress shall be properly kept. Article 14 The owners' committee is generally composed of five to eleven members with a term of three years and may be re-elected. Candidates for members of the owners' committee are produced through joint recommendation of the owners and self recommendation of the owners.
The chairman and deputy directors of the owners' committee are elected from among the members of the owners' committee.
When the owners' congress elects members of the owners' committee, it may also elect alternate members of the owners' committee in accordance with the rules of procedure of the owners' congress.
