Who will pay the property fee before the transfer?

The property fee before property handover shall be determined according to the principle of civil autonomy and the contractual agreement between the buyer and the seller. If there is no agreement in the contract, according to the usual practice, the property fee shall be borne by the seller before the property is "delivered" (not transferred).

Article 16 of the Measures for the Administration of Property Management Fees has been completed but not yet sold, or the property has not been delivered to the property buyer on time due to the reasons of the development and construction unit, and the development and construction unit shall pay the property service fee or property service fund in full. Who is the subject of payment? The criterion is whether the developer has gone through the handover procedures. If the owner has signed for the delivery of the house, regardless of whether the property right is changed, it will be paid by the owner; if not, it will be paid by the developer.
