The property fee before property handover shall be determined according to the principle of civil autonomy and the contractual agreement between the buyer and the seller. Who is the subject of payment? The criterion is whether the developer has gone through the handover procedures. If the owner has signed for the delivery of the house, regardless of whether the property right is changed, it will be paid by the owner; if not, it will be paid by the developer.
