In order to do a good job in the prevention and control of the epidemic situation in COVID-19, effectively cut off the route of virus transmission, resolutely prevent the spread of the epidemic situation, and ensure people's lives, health and safety, according to the principle of territorial management during the Class I response to major public health emergencies in Shandong Province, we hereby notify you of further strengthening the management of rental houses and floating population in Longkou City as follows:

A, who returned to Longkou city non Longkou city household registration floating population, according to the relevant provisions of the "Interim Measures for the administration of floating population service in Shandong Province", should be within 24 hours of arrival at the place of residence, holding my identity card and other valid identity documents, take the initiative to register with the local police station.

Second, rental housing owners and housing agencies with floating population housing, in accordance with the provisions of the Ministry of Public Security "Regulations on the Administration of Rental Housing Security" and "Interim Measures for the Administration of Floating Population Services in Shandong Province", they shall register with the local police station within 24 hours, sign a letter of responsibility for public security, and assist the public security organs to do a good job in public security management, and actively declare the information of the lessee in the rental housing.

3. When employing non-Longkou household registration personnel or receiving employees returning from other places, the employing unit shall, in accordance with the provisions of the Interim Measures for the Service Management of Floating Population in Shandong Province, report the information of the employed personnel to the public security organ within 24 hours from the date of arrival.

4. According to the principle of territorial management of Class I response mechanism for major public health emergencies in Shandong Province, all floating population in Longkou City must take the initiative to register at the first time and report to their units and local community neighborhood committees. According to the principle of "whoever hires is responsible, whoever rents is responsible", the employer and the lessor should actively cooperate with relevant departments to do a good job in body temperature monitoring and registration report. If the floating population implements home isolation measures in the rental house, it is strictly forbidden to leave the rental house without authorization. If the lessee refuses to listen to dissuasion and insists on leaving, the owner of the rented house should report to the neighborhood Committee in time after knowing it.

Five, the floating population with fever, cough and other symptoms or have close contact with the confirmed, suspected cases and severe epidemic areas, must be within 1 hour to the unit, community neighborhood committee report, or directly contact the designated hospital fever clinic in the jurisdiction. If the parties need centralized isolation, they must accept isolation, refuse isolation or leave isolation without authorization. According to the relevant provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the public security organ shall assist medical institutions to take compulsory isolation treatment.

6. If the employer, the owner of the rental house, the property service company and the intermediary agency fail to perform the relevant responsibilities after being reported by the masses or investigated by the public security organs, the public security organs will punish them according to Article 57 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment, Articles 9 and 10 of the Regulations on Public Security Administration of Rental Houses and Article 36 of the Interim Measures for the Service Management of Floating Population in Shandong Province, and those who constitute a crime will be investigated for criminal responsibility according to law.

Seven, the floating population or rental housing owners, intermediaries, property services companies, employers can declare the floating population's residence information through the Internet, pay attention to the "Shandong micro police" WeChat official account or log in to the "Shandong public security residence registration platform" for the floating population's residence registration and rental housing filing.
