Recently, the Guiding Opinions on Promoting the Governance of Compulsory Education in district system (hereinafter referred to as the Opinions) jointly formulated by the Provincial Department of Education, the Provincial Party Committee, the Provincial Department of Finance and the Provincial Department of Human Resources and Social Security was issued.

1. What is the regional system?

The Opinions pointed out that the system of running schools by districts (counties) in primary and secondary schools is one of the practical modes of innovation in the system and mechanism of balanced development of compulsory education, and it is a balanced development strategy driven by the center, combined with the strong and weak, developed by * * * and promoted as a whole.

Simply put, it is to divide the primary and secondary schools within the jurisdiction into several school districts. There are primary schools and secondary schools in each school district, and at least two of them are high-quality schools with good development level and high recognition from the people as the central schools of the school district. By working out the operation mechanism, management system and assessment methods together, we can realize resource sharing, implement the guidance and assistance of high-quality schools to weak schools in daily management and education and teaching, balance the distribution of educational facilities, equipment, teachers and students, narrow the gap between schools in the region, make each school a school that the people are satisfied with, and let us choose a good school at home without choosing a school.

Second, how to divide the zoning system?

Relying on rural land spatial planning and county economic development, Lizhou is divided into three areas: the eastern urban-rural integration and urban agricultural development area, the central modern city comprehensive development area, the western agriculture, culture and tourism integration and ecological health development area. Following the principle of "urban and rural planning, strong and weak collocation, relative proximity and complementary advantages", all primary and secondary schools are divided into three school districts (including municipal schools). On this basis, the mechanism of mutual connection and complementarity between district system and collectivization is constructed, and more than 10 school-running groups are established across regions by adopting school-running modes such as entrusted management, "1+X" bundled development, classmate-segment or cross-segment alliance and regional education development alliance.

Third, how to promote the reform of district system?

1. Draw up the "Work Plan for Promoting the Management Reform of District Compulsory Education in Lizhou District of Guangyuan City" (hereinafter referred to as the "Plan").

2. Talk and discuss. Hold a symposium on the management reform of district compulsory education to discuss how to build a model of vertical connection and horizontal cooperation between primary school and junior high school; How to optimize the management of teachers and the allocation of educational resources and deepen the reform of educational system and mechanism; How to strengthen the overall planning of educational resources and promote the construction and enjoyment of high-quality resources are discussed in depth.

3. Explore the realization. This year, we will initially explore the reform of the urban-rural fringe and district system of "Wanda Experimental School+Longtan Primary School" and "Dongcheng Experimental Junior Middle School+Workers and Peasants Primary School".

4. Draw up a plan. Recently, the District Education Bureau issued the "Regional Adjustment Plan for Enrollment Services of Some Public Primary and Secondary Schools in Dongba Street of Urban Area in 2023" for comments, which received wide attention from the society and received many consultation calls and feedback from the masses. In response to parents' demands, we are going to take the lead in exploring the reform of district system in the eastern school district, especially in some schools in Dongba Street this year. First, establish the Eastern District School District with the members of the Municipal Experimental Primary School, Dongcheng Experimental Primary School and 08 1 Middle School Primary School, and run schools in groups. Through the rotation of teachers, the sharing of educational resources, the synchronization of education and teaching, and the guidance of scientific research projects, teachers have changed from "school people" to "school district people", breaking the inter-school barrier, shortening the gap between high-quality schools and weak schools in the school district, and making "different schools" in the same school district equally wonderful. Second, we will continue to promote the collectivization of junior middle school and Guangyuan middle school in 08 1 middle school, explore and implement the training mechanism of "integration of junior high school and senior high school", realize the through training of junior high school and senior high school, improve the quality of running schools and teaching points. At present, the first draft of the "Program" has been formed, and opinions and suggestions are being sought, which will be promulgated after speeding up the improvement.

5. Global promotion. Combined with the "Program", it is expected to be promoted globally in September 2023 to ensure the orderly implementation of the three major school districts.

Implementing the management reform in district system is an important means to promote the high-quality and balanced regional compulsory education in our region as scheduled. The purpose is to promote the high-quality and balanced development of compulsory education in Lizhou, basically eliminate the problems of "school choice fever", "difficulty in enrolling", "large class size" and "large school scale" in compulsory education schools, so that students can enjoy a fairer and higher-quality education and improve the people's sense of education acquisition and happiness.
