Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean, beautiful, civilized and livable working and living environment, and ensure the health of citizens, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of Luzhou City. Article 2 These Regulations shall apply to the urban built-up areas within the administrative area of Luzhou City and the areas outside the urban built-up areas where urbanization management is implemented.

The people's governments of cities and counties shall adjust and announce the scope of urban built-up areas according to the development of cities, and delimit and announce the urbanization management areas. Article 3 The management of city appearance and environmental sanitation in Luzhou City shall follow the principles of unified leadership, graded responsibility, territorial management, public participation and social supervision. Article 4 The people's governments of cities and counties (districts) shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan and organize their implementation; Establish and improve the diversified investment mechanism based on public finance, strengthen the construction of city appearance and environmental sanitation facilities, promote the digitalization, refinement and intelligence of urban management, and improve the public service level of city appearance and environmental sanitation. Fifth city and county (District) people's government administrative departments of city appearance and environmental sanitation shall be responsible for the management of city appearance and environmental sanitation within their respective administrative areas in accordance with the division of responsibilities.

Development and reform, economy and informatization, public security, housing and urban and rural construction, urban and rural planning, environmental protection, food and drug supervision, industry and commerce and other administrative departments. Chapter II City Appearance Management Section 1 Appearance Management of Buildings (Structures) Article 11 The owners, managers or users of buildings (structures) shall ensure that the facades of buildings (structures) are in good condition and tidy. The roofs, balconies, window sills, observation decks and corridors outside the street of buildings (structures) shall be kept clean and tidy, and articles that affect the city appearance shall not be stacked or hung.

The facade of the street building (structure) should be cleaned regularly by the owner, manager or user. Twelfth buildings (structures) installed on the facade of the air conditioning box, mailbox, milk box, sunshade (rain) shed and other lifting objects should meet the city standards, and keep safe, beautiful, clean and intact. Article 13 The protective facilities such as security window and protective net set in frontage buildings shall not exceed the building facade, and the protective facilities such as security window and protective net set in other areas shall meet the standards of urban appearance. Fourteenth construction units shall provide design drawings of security window, protective net, sunshade (rain) shed and air conditioning box when submitting the design scheme of construction project to the competent department of urban and rural planning. All kinds of pole lines and pipelines erected in other areas shall conform to industry standards and city appearance standards.

Before the implementation of these regulations, all kinds of electric power, communication, cable TV and other pole pipelines. Section 2 Appearance Management of Public Places Article 16 Units that set up facilities such as newsstands, information kiosks, communication exchange boxes, distribution boxes, lamp posts, telephone poles, traffic signs, monitoring facilities, traffic barriers, road nameplates, traffic stop signs (kiosks), garbage bins and fire hydrants attached to urban roads shall set up facilities in accordance with urban and rural planning and urban appearance standards.

If the facilities are defiled, corroded, obsolete or damaged, the setting unit shall promptly clean up, repair, dismantle or replace them.
