Buildings, structures and facilities in this Municipality shall conform to the standards of the state and the city appearance.

The city appearance standards of this Municipality shall include the requirements of architectural landscape, public facilities, environmental sanitation, landscaping, advertising signs and public places.

Where the state has special provisions on the appearance standards of scenic spots, those provisions shall prevail. Buildings, structures and facilities should be kept clean and tidy.

The relevant units shall, in accordance with the provisions of the Municipal People's Government, regularly clean, paint and decorate the exterior of buildings, structures and facilities. The installation of air conditioners, awnings and other facilities on the exterior walls of buildings facing the street shall conform to the setting norms and be kept safe, clean and in good condition. The specific measures shall be formulated separately by the Municipal People's Government. Without the approval of the municipal and district urban management administrative departments, no unit or individual may set up banners, colorful flags and other publicity materials on urban roads, buildings, structures, public places and public facilities.

Temporary setting of banners, bunting and other publicity materials upon approval shall comply with the following provisions:

(a) according to the approved scope, location, quantity, specifications, content and time limit;

(two) keep clean and beautiful, standardized text, no damage, no deformity.

It is forbidden to distribute business publicity materials in public places such as urban roads, bridges and underground passages.

In violation of the provisions of the first and second paragraphs, it shall be ordered to make corrections, and if it refuses to make corrections, it shall be fined from 50 yuan to 500 yuan and forcibly removed; In violation of the provisions of the third paragraph, it shall be ordered to make corrections, and if it refuses to make corrections, it shall be fined fifty yuan to five hundred yuan, and the relevant publicity materials shall be confiscated. It is forbidden to dry or hang articles on guardrails, telephone poles, road signs and other facilities in urban roads and other public places.

In violation of the provisions of this article, it shall be ordered to make corrections; Refuses to correct, at more than fifty yuan to five hundred yuan fine. No unit or individual is allowed to occupy urban roads, bridges, squares, underground passages and other public places without authorization to set up stalls and sell goods. Temporary occupation of urban roads or other public places for business activities with legal approval shall be carried out in accordance with the approved time, place and requirements. In violation of the provisions, it shall be ordered to make corrections, and the commodities and related tools it manages shall be temporarily detained, and a fine may be imposed according to the standard of 200 yuan covering an area of per square meter.

In addition to the municipal and district urban management administrative departments, other units shall not approve the occupation of urban roads or other public places for business activities. In violation of the provisions, its approval is invalid, and the illegal approver is fined twice the illegal income; If the act of approval causes losses, it shall be liable for compensation.

Temporary occupation of urban roads or other public places to hold activities with legal approval shall keep the city appearance and environmental sanitation of the activity place clean and tidy. In violation of regulations, it shall be ordered to make corrections; Refuses to correct, at more than two hundred yuan to two thousand yuan fine.

Operators of street shops shall not go out to sell, operate or display goods outside the window or wall. In violation of the provisions, it shall be ordered to make corrections, and may be fined according to the standard of exceeding the area of 200 yuan per square meter. The person who sets up facade signs, outdoor advertisements and signs shall strengthen the daily management, and keep the appearance beautiful, safe and firm, and the lighting facilities intact. Facade signs, outdoor advertisements, signs, defaced pictures, incomplete fonts, incomplete lighting display, etc. If the appearance of the city is affected, it shall be repaired or replaced in time.

Facade signs shall conform to the setting norms formulated by the municipal administrative department of urban management.

The setting of outdoor advertising shall conform to the planning of outdoor advertising facilities in this Municipality, and shall be set in strict accordance with the approval requirements and time limit.

In violation of the provisions of the first and second paragraphs, it shall be ordered to correct or dismantle within a time limit, and may be fined from 50 yuan to 500 yuan; In violation of the provisions of the third paragraph, those who set up outdoor advertisements without approval or in accordance with the approved requirements and deadlines shall be ordered to make corrections or dismantle them within a time limit, and may be fined according to the standard of 2,000 yuan per square meter, but the maximum amount shall not exceed 20,000 yuan.

In violation of the provisions of this article, if it is not corrected or removed within the time limit, it will be forcibly removed, and the expenses required will be borne by the violator; Refuses to undertake, apply to the people's court for compulsory execution. The following acts affecting environmental sanitation are prohibited:

(a) spitting, urinating, littering peels, scraps of paper, cigarette butts, beverage cans, lunch boxes, chewing gum, plastic bags and other wastes;

(two) throwing waste from inside and outside the building;

(three) throwing and burning paper lessons, ghost tickets and other funeral supplies on the road or in public places;

(four) burning leaves, garbage or other wastes in open places or public garbage collection containers;

(five) dumping sewage, littering animal carcasses and other wastes;

(6) washing stones in the street;

(seven) cleaning vehicles in urban roads, squares and other public places.

In violation of the provisions of items (1) to (3) of the preceding paragraph, it shall be ordered to make corrections and may be fined fifty yuan; In violation of the provisions of items (4) and (5) of the preceding paragraph, it shall be ordered to make corrections and may be fined from 50 yuan to 200 yuan; In violation of the provisions of items (6) and (7) of the preceding paragraph, it shall be ordered to make corrections, and a fine of more than 2,000 yuan from 500 yuan may be imposed. Except for special needs such as teaching and scientific research, units and individuals are not allowed to raise chickens, ducks, geese, pigs, sheep and other poultry and domestic animals and edible pigeons. In violation of the provisions, shall be ordered to deal with; If it is not handled within the time limit, it will be confiscated.

Keeping pets and homing pigeons shall comply with relevant regulations and take measures to prevent the surrounding environment from being affected. Violation of regulations, affecting environmental sanitation, shall be ordered to make corrections within a time limit; Those who refuse to make corrections shall be fined between fifty yuan and one hundred yuan. The collection of domestic garbage should be carried out in a convenient way for residents, so as to achieve daily production and daily clearing, and gradually implement the classified delivery, collection and transportation of domestic garbage.

Special wastes such as bulky garbage should be collected and treated separately according to regulations.

Units and individuals shall dump domestic garbage in accordance with the prescribed time, place and manner.

In violation of the provisions of this article, it shall be ordered to make corrections; Refuses to correct, the individual shall be fined fifty yuan to two hundred yuan, and the unit shall be fined one hundred yuan per cubic meter. For new construction, renovation and expansion projects, the construction unit or the construction unit shall publicize the commencement and completion time of the project.

The construction unit or the construction unit shall go through the examination and approval procedures for the disposal of construction waste at the administrative department of urban management, and clear and remove the construction waste according to the time, route and method approved by the administrative department of urban management.

The construction waste generated by the renovation of residential houses shall be put into the designated place in accordance with the regulations, and shall not be mixed with domestic waste.

In violation of the provisions of the second paragraph, it shall be ordered to make corrections within a time limit, and may be fined between 2,000 yuan and 20,000 yuan; In violation of the provisions of the third paragraph, it shall be ordered to make corrections and may be imposed a fine of not less than fifty yuan but not more than two hundred yuan. The feces of public toilets should be discharged into storage (chemical) cesspools or sewage treatment systems. Feces that have not been stored (melted) in septic tanks or sewage treatment systems should be dumped in containers at designated places.

The person responsible for the city appearance and environmental sanitation of the storage (chemical) septic tank shall dredge it regularly to prevent the overflow of feces.

In violation of the provisions of this article, it shall be ordered to make corrections, and may be imposed a fine of more than 2,000 yuan from 500 yuan. Streets should be covered with hard materials or walls. The shutdown site should be sorted out in time and covered if necessary. After the completion of the construction project, the site shall be cleaned and leveled within the specified time.

It is forbidden to discharge sewage and dirt into the site. Vehicles leaving the construction site shall not pollute the road surface.

Construction units in violation of the provisions of the first paragraph, shall be ordered to make corrections, and may be fined five hundred yuan to two thousand yuan; In violation of the provisions of the second paragraph, it shall be ordered to remove pollutants and impose a fine according to the standard of 50 yuan per square meter of polluted area.

In violation of the provisions of this article, if the construction unit fails to remove road pollutants or clean up the site within the time limit, it will clean up, clean up or level the site on its behalf, and the expenses required shall be borne by the violator; Refuses to undertake, apply to the people's court for compulsory execution. Engaged in vehicle cleaning business, should be configured in accordance with industry standards, such as guide pool, sewage sedimentation tank and other necessary facilities to prevent sewage overflow.

Engaged in waste acquisition and waste acceptance business, should keep the environment around the business premises clean and tidy, and take measures to prevent sewage overflow or waste scattered outward.

In violation of the provisions of this article, it shall be ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than five hundred yuan but not more than two thousand yuan shall be imposed. Due to planting, pruning trees, flowers and other operations left by the residue, branches and leaves and other debris, the operating unit shall promptly remove.

Clean up the sludge and other wastes generated by inspection wells and dredging pipelines, and the operation unit shall promptly remove them and clean up the job site.

In violation of the provisions of this article, shall be ordered to clear in time; Refuses to clear, at more than fifty yuan to five hundred yuan fine. When loading and unloading goods or sailing on water, docks and ships shall take measures to prevent goods or garbage and feces from polluting waters.

Those who salvage floating objects on the water surface and receive garbage and feces from ships shall be removed to designated places in time to prevent water pollution.

The management of ship ballast water, tank washing water, bilge water and domestic sewage shall be implemented in accordance with the provisions of relevant laws and regulations.

In violation of the provisions of the first and second paragraphs, a fine of not less than five hundred yuan but not more than two thousand yuan shall be imposed. Wastes should be treated in accordance with the principles of recycling, reduction and harmlessness, and the comprehensive utilization of wastes should be encouraged to improve the level of harmless treatment of wastes.

Garbage producers shall pay the domestic garbage disposal fee in accordance with the regulations. If the domestic garbage disposal fee is not paid within the time limit, a late fee of 0.3% of the total unpaid fee will be charged on a daily basis. Promote the socialization of city appearance and environmental sanitation operation services.

Encourage units and individuals with corresponding funds, technology, personnel and equipment to set up enterprises engaged in city appearance and environmental sanitation.

Engaged in the cleaning, collection, transportation and treatment of municipal solid waste, shall be approved by the administrative department of city management.

In violation of the provisions of the third paragraph, it shall be ordered to make corrections, and may be fined not less than five hundred yuan but not more than two thousand yuan. The contractor of the city appearance and environmental sanitation operation service project shall be determined by the relevant administrative departments or responsible units through bidding and entrustment.

City appearance and environmental sanitation work units shall follow the relevant operational service standards of the state and this Municipality, and meet the quality standards of city environmental sanitation.

City appearance and environmental sanitation work units shall clean roads and public places within the specified time.

In violation of the provisions of the second and third paragraphs, it shall be ordered to make corrections and may be fined from 50 yuan to 500 yuan.
