Measures of Lanzhou Municipality on Classified Management of Urban Domestic Waste

Chapter I General Provisions Article 1 In order to strengthen the classified management of domestic waste, improve the level of reduction, recycling and harmlessness of domestic waste, and promote the construction of ecological civilization, these measures are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Law of the People's Republic of China on the Promotion of Circular Economy and the Regulations on the Administration of City Appearance and Environmental Sanitation, and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the classified delivery, collection, transportation, disposal and related management activities of domestic waste in the urban areas of this Municipality, the urban areas where the district (county) people's governments are located and other areas where urbanization management is implemented.

Where there are other provisions in laws, regulations and rules on the management of hazardous waste, kitchen waste and recyclable materials in domestic waste, those provisions shall prevail. Article 3 The classified management of domestic waste in this Municipality follows the principles of government promotion, participation of the whole people, source reduction and systematic management. Article 4 The municipal and district (county) people's governments shall incorporate the source reduction and classified management of domestic waste into the national economic and social development plan at the corresponding level, formulate measures for source reduction and classified management of domestic waste, establish a coordination mechanism for classified management of domestic waste, ensure the staffing, facilities construction and operation capital investment of classified management of domestic waste, and implement the objectives of classified management of domestic waste.

Under the guidance of the administrative department of city appearance and environmental sanitation, the neighborhood offices and the Town People's Government shall be responsible for the daily management of domestic waste classification within their respective jurisdictions. Article 5 The municipal administrative department of city appearance and environmental sanitation is the competent department in charge of domestic waste classification management in this Municipality, and is responsible for organizing the preparation of phased target plans for domestic waste management, formulating guidelines for domestic waste classification, and guiding, assessing and supervising the domestic waste classification work.

The district (county) administrative department of city appearance and environmental sanitation shall, according to their respective duties, do a good job in the classified management of domestic waste within their respective jurisdictions, and guide the sub-district offices and town people's governments in their respective jurisdictions to do a good job in the classified management of urban domestic waste.

The competent administrative department of environmental protection is responsible for the monitoring of pollutant discharge in domestic waste terminal treatment facilities and other places, as well as the supervision and management of pollution prevention and control during the storage and disposal of hazardous wastes.

The administrative department of commerce is responsible for the classified management of domestic waste of renewable resource recycling enterprises and individual renewable resource recycling sites.

Development and reform, education, finance, land and resources, urban and rural construction, planning, real estate management, transportation and other relevant departments should do a good job in the classification of domestic waste according to their respective responsibilities. Sixth community residents' committees and villagers' committees shall do a good job in the publicity and guidance of domestic waste classification, and assist units and individuals within their jurisdiction to participate in domestic waste classification.

The owners' committee and the realty service enterprise shall carry out the propaganda work of domestic waste classification in the residential area where they are located, mobilize the residents in the residential area to put the domestic waste into classification, and urge the cleaning staff in the residential area to do a good job in the classification and collection of domestic waste. Seventh city, district (county) people's government should be classified management of domestic waste and recovery of funds into the fiscal budget at the corresponding level, improve the level of public service. Chapter II Planning and Construction Article 8 The municipal administrative department of city appearance and environmental sanitation shall, jointly with the administrative departments of city planning, land and resources, development and reform, real estate management, urban and rural construction, incorporate the facilities for classified delivery, collection, transportation and disposal of domestic waste into the special environmental sanitation plan, and make overall arrangements for the layout, land use and scale of the facilities for classified delivery, collection, transportation and disposal of domestic waste.

The municipal planning administrative department shall reserve the land for sanitation in the planning stage, and incorporate the domestic waste sorting facilities supporting the construction project into the supporting planning of public service facilities. Ninth city appearance and environmental sanitation management department shall build and improve the facilities and information management system for the classified delivery, collection, transportation and disposal of domestic garbage.

The construction of facilities for classified delivery, collection, transportation and disposal of domestic waste shall conform to the special environmental sanitation plan and relevant national technical standards. Tenth new construction, renovation and expansion projects, garbage houses, transfer stations and other domestic garbage collection and transportation facilities should be used as environmental sanitation facilities, designed, constructed and put into use at the same time as the construction projects.

Built residential quarters, commercial office areas and other public places should gradually build and improve the domestic garbage collection and transportation facilities. Eleventh garbage collection containers shall be classified according to the following provisions:

(a) organs, organizations, schools, enterprises and institutions, residential, commercial buildings and other areas should be classified to set up recyclable, perishable garbage, harmful waste and other garbage collection containers;

(two) public places, urban roads and other areas should be classified to set up recyclable materials, hazardous waste and other garbage collection containers;

(3) Places engaged in catering services, collective feeding and other activities, farmers' markets and wholesale markets for agricultural products shall be provided with recyclable and perishable garbage collection containers, and places with a large amount of perishable garbage shall be provided with sealed perishable garbage collection containers.

Encourage producers, operators and enterprises engaged in environmental protection and recycling of renewable resources to set up specific types of recyclable materials and hazardous waste collection containers. Twelfth city, district (county) administrative department of city appearance and environmental sanitation shall strengthen the standardization transformation of domestic waste classified transport vehicles, and increase the allocation of domestic waste classified transport vehicles that meet the requirements of closed transportation and have unified identification.
