Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of express delivery users, strengthen the supervision and management of the express delivery industry, and promote the healthy development of the express delivery industry, these Measures are formulated in accordance with the Postal Law of People's Republic of China (PRC), the Provisional Regulations on Express Delivery and the Anhui Postal Regulations. , and combined with the actual situation of this city. Article 2 These Measures shall apply to the operation of express delivery business, the acceptance of express delivery service and the supervision and management of express delivery industry within the administrative area of this Municipality. Article 3 The supervision and management of express delivery industry shall follow the principles of openness, fairness, impartiality, encouraging competition and promoting development. Article 4 The postal administration department shall be responsible for the supervision and administration of express delivery in this Municipality. Public security, national security, customs, market supervision, transportation, commerce and other departments cooperate with each other within their respective responsibilities and are responsible for the supervision and management of express delivery.

Postal administrations may, within their statutory authority, entrust postal administrations established according to law to supervise and inspect the express delivery market. Article 5 Postal administrations shall cooperate with other administrations to maintain the safety of delivery. Express delivery enterprises should implement the main responsibility of safety production, establish and improve the responsibility mechanism of enterprise safety production, and improve the conditions of safety production. Article 6 The people's governments of cities and counties (districts) shall guide and support the healthy development of the express delivery industry, support the construction of express delivery infrastructure and terminal distribution points, improve the level of express delivery services, and continuously meet the needs of the public, enterprises and institutions for express delivery services. Article 7 The people's governments of cities and counties (districts) shall support express delivery enterprises to apply modern information technology and carry out technological transformation and innovation.

Encourage express delivery enterprises to use electronic waybills, new energy vehicles and environmentally friendly packaging materials, and encourage express delivery enterprises to reduce energy consumption, recycle express packaging materials and develop green express delivery. Article 8 Establish and improve the credit record, information disclosure and credit evaluation system of the express delivery industry, strengthen the construction of the credit system of the express delivery industry, and implement the incentive mechanism of trustworthiness and disciplinary mechanism of dishonesty according to law. Article 9 Express industry associations shall, in accordance with laws, regulations, rules and articles of association, strengthen industry self-discipline, provide information, training and other services for enterprises, safeguard the legitimate rights and interests of enterprises, and promote the integrity, law-abiding and safe operation of enterprises. Chapter II Development Guarantee Article 10 The people's governments of cities and counties (districts) shall incorporate the development of express delivery industry into the national economic and social development plan at the corresponding level, and incorporate the layout and construction of express delivery service facilities into urban and rural planning and overall land use planning. Eleventh city and county (District) people's governments support and encourage express delivery enterprises to develop express service networks in rural and remote areas, and improve the layout of express terminal outlets. Twelfth new construction, renovation and expansion of urban residential areas, housing construction departments should encourage construction units, property management departments will express terminal service facilities into the scope of property services.

Support the construction of intelligent express cabinets to replace resident letter boxes, and give policy guidance to the construction administrative departments and postal management departments to build intelligent express cabinets that provide universal postal services. Thirteenth postal administrations shall, in conjunction with public security, urban management, transportation and other departments, standardize the management and use of express delivery service vehicles according to law, and implement unified numbering, unified appearance and unified identification management for express delivery service vehicles.

Encourage express delivery companies to purchase commercial insurance.

Public security, urban management, transportation and other departments and postal administration departments shall strengthen coordination and cooperation, establish and improve the express delivery guarantee mechanism, and protect the right of express delivery service vehicles to pass and temporarily stop according to law, and shall not prohibit the passage of express delivery service vehicles according to law. Fourteenth express delivery enterprises should strengthen the legal system, safety production, professional skills, professional ethics education and training for employees. Article 15 The people's governments of cities and counties (districts) encourage and guide express delivery enterprises to adopt advanced technologies, and promote the popularization and application of automatic sorting equipment, mechanized loading and unloading equipment, intelligent terminal service facilities, express electronic waybills and express information management systems. Sixteenth city and county (District) people's governments encourage the express delivery industry and manufacturing, agriculture, commerce and other industries to establish a coordinated development mechanism, promote the integrated development of express delivery industry and e-commerce, strengthen information communication, and share facilities and network resources; Guide and promote the docking of express delivery industry with railway, highway, waterway, civil aviation and other industry standards, and support the construction of express delivery channels and connecting places in large transportation hubs such as stations, docks and airports. Seventeenth to promote the development of express delivery industry, and encourage the headquarters of express delivery enterprises or regional headquarters and their regional distribution centers, international express exchange centers and air express logistics processing centers to settle in this city. Chapter III Express Delivery Operation Article 18 To operate express delivery business, an application shall be made to the postal administration department in accordance with the provisions of the Postal Law of People's Republic of China (PRC), and the express delivery business license shall be obtained according to law. Without permission, no unit or individual may engage in express delivery business.

Express delivery enterprises shall engage in express delivery business activities according to law within the scope of business license, and shall not exceed the business scope and geographical scope of business license. Nineteenth express delivery enterprises to set up branches, with the "Business License for Express Delivery Business of Enterprise as a Legal Person" (copy) and the attached branch directory, apply to the market supervision and management department where the branch is located for registration. The branch of an enterprise shall, within 20 days from the date of obtaining the business license, go through the filing formalities with the local postal administration department.

Where a branch of an express delivery enterprise is merged or divided, it shall, within 20 days from the date of signing the merger or division agreement, file with the postal administration department that issued the express delivery business license.
