Legal basis: Article 4 of the Notice on Accelerating the Construction of Electric Vehicle Charging Infrastructure in Residential Areas guides the owners' committee to support the construction of facilities. Local real estate (housing) administrative departments, sub-district offices or township people's governments and community neighborhood committees should actively strengthen the guidance and supervision of the owners' committee in accordance with the Model Text on the Construction and Management of Residential Charging Infrastructure for Private Users (attached), guide the owners to support the construction and renovation of charging infrastructure, and clarify the rights and obligations of charging infrastructure property owners, construction units, management service units and other related subjects as well as the corresponding construction, use and management processes. The owners' committee (or the management unit authorized by the owners' congress) shall, in principle, agree to and provide necessary assistance to the behavior or requirements of the property owner or long-term lessee (with a lease term of more than one year) who occupies fixed parking spaces to build charging infrastructure.
