How to pay the property fee without housing?

According to Article 10 of the Regulations on Property Management in People's Republic of China (PRC), the owner or user of the property shall entrust the property service enterprise to provide property services by itself and pay the corresponding fees in accordance with the stipulations of the property service contract. Therefore, even if the house is unoccupied, the property owner still needs to pay the property fee.

At the same time, according to the model property service contract, the contents of property services include but are not limited to property cleaning, greening maintenance, public facilities maintenance, safety management, information release and other services. Even if the house is not occupied, the property service enterprise still needs to perform the corresponding service duties, so the property owner still needs to bear the corresponding property expenses.

To sum up, even if the house is not occupied, the owner still needs to pay the property fee according to the property service contract.
