Does the property have the right not to use the elevator without paying the property fee?

Legal analysis: Property that does not pay the property fee has no right to refuse to use the elevator. If the property company shuts down the elevator on the grounds of not paying the property fee, it restricts the owners from taking the elevator, and even the owners who have paid the fee cannot use the elevator, which seriously infringes on the legitimate rights and interests of the owners. Owners can coordinate with the property through the industry Committee, complain to the property management office of the real estate bureau or defend their rights through the Consumers Association.

Legal basis: Article 41 of the Regulations on Property Management, the owner shall pay the property service fee according to the agreement in the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
