Regulations of Nanjing Municipality on Postal Administration

Chapter I General Provisions Article 1 In order to strengthen postal administration, protect freedom and secrets of communication, promote the development of postal services, improve the quality of postal services, and meet the needs of socialist modernization and people's life, these Regulations are formulated in accordance with the Postal Law of People's Republic of China (PRC) and its implementing rules and other relevant laws and regulations, and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to postal administration within the administrative area of this Municipality. Article 3 Nanjing Post Office shall be responsible for the postal administration of this Municipality under the authorization of the Provincial Post Office.

Economic, development planning, construction, planning, land and resources, housing management, public security, civil affairs, industry and commerce administration, culture, city appearance, prices, municipal utilities, transportation, railways, civil aviation and other departments and units. Cooperate in postal management according to their respective responsibilities. Article 4 The municipal, district (county) people's governments shall incorporate the construction of postal facilities into the national economic and social development plan as social infrastructure construction, and develop postal communication in accordance with the principles of overall planning, compartmentalization, graded responsibility and joint construction and sharing. Article 5 Any unit or individual has the right to stop and report acts that damage postal facilities and endanger the safety of postal communication. Chapter II Planning and Construction Article 6 Nanjing Post Office shall, in accordance with the overall urban planning and the needs of social development, work out the professional planning of postal communication in this area in conjunction with relevant departments, and report it to the Municipal People's Government for approval after being examined by the planning department. Seventh new district development or transformation of the old city, the construction of urban residential areas, independent industrial and mining areas, development zones, should also plan and set up supporting postal facilities.

Airports, railway stations, long-distance bus stations, ports and other public places should provide places for handling postal services in places convenient for passengers, and provide convenience for mail handling, transshipment and postal vehicles' entry and exit, and postal enterprises should provide postal services. Article 8 Postal facilities such as post offices (offices) may be built by postal enterprises themselves or entrusted by construction units, and the land occupied by them shall be allocated according to the land used for urban infrastructure. Article 9 If postal facilities such as post offices (offices) need to be dismantled due to construction, the construction unit shall negotiate with postal enterprises in advance and rebuild them under the condition of ensuring normal postal communication. Article 10 Postal enterprises shall, according to the needs of urban planning and social development, set up clearly marked service facilities such as posting boxes (boxes), postal newsstands, postal newsstands, etc. in places convenient for the masses, and the relevant departments shall give them support and reduce or exempt relevant fees in accordance with regulations. Eleventh new residential buildings must be located in the ground floor for easy delivery, and set up a letter box (group, room) or mail room corresponding to the number of households. The design standard of letter and newspaper box (group, room) must meet the national postal communication industry standard, and the cost shall be borne by the construction unit.

Before the implementation of these regulations, if the residential buildings that have been completed and used are not equipped with letter boxes (groups, rooms) or mail rooms in accordance with the provisions of the preceding paragraph, the property owners shall be responsible for setting them up.

The maintenance and replacement of the letter box (group, room) shall be the responsibility of the property owner of the residential building or the property management unit entrusted by him. Twelfth organs, organizations, enterprises and institutions and other organizations should set up a mailroom at the bottom of the building or the main entrance and exit of the compound; If two or more units use the same postal address, they shall set up a joint mailroom and use unified stamps. Chapter III Industry Management Article 13 Nanjing Post Office implements unified management of postal franchise business and industry management of postal business operated by non-postal enterprises.

Postal industry management law enforcement personnel with certificates can enter the relevant production and business premises for law enforcement inspection according to law, and the inspected unit shall not refuse or obstruct. Fourteenth postal enterprises operate the following postal services:

(1) delivering letters and other articles with the nature of letters;

(2) delivering confidential documents and publications;

(three) the operation of ordinary stamps used in current communication and the pre-sale of unreleased stamps;

(4) Subscription and distribution of postal newspapers and periodicals;

(five) other postal services that are uniformly operated by postal enterprises as stipulated by the state.

Items 1 and 2 of the preceding paragraph shall be exclusively operated by postal enterprises, unless otherwise stipulated by the State Council. Fifteenth postal enterprises can entrust qualified units or individuals to handle postal services on their behalf, and supervise and manage them.

Units applying for the exclusive delivery of letters and other articles with the nature of letters must obtain the approval of Nanjing Post Office before accepting the entrustment to operate the exclusive postal service. Sixteenth units engaged in express mail business activities shall be approved by the provincial post office in accordance with the provisions before operating. Article 17 An entity that applies for the establishment of a centralized philatelic products trading market shall go through the registration formalities with the administrative department for industry and commerce after obtaining the Permit for the Establishment of a Centralized philatelic products trading market with the approval of the Provincial Post Bureau.

Units and individuals applying for the management of philatelic products shall go through the registration formalities with the administrative department for industry and commerce and file with the Nanjing Post Office within seven days after registration. Eighteenth printed envelopes and postcards for communication must meet the national standards, and shall be supervised by the provincial post office. No unit or individual may sell or use unsupervised postcards and envelopes for communication.

With the approval of the provincial post office, postal enterprises can print and distribute postcards printed with the words "China Post"; Postcards printed and distributed by other units and individuals shall not be printed with the words "China Post".
