Wang Jun, deputy secretary of the Party Committee and general manager of China Architecture Northwest Design and Research Institute Co., Ltd., said that the idea of this qualification reform is to strengthen the market competition mechanism in general and make a new weight distribution between "tangible hand" and "invisible hand" in line with the principle of "reduction if possible, and merger if possible". For the construction industry, the market access conditions will be more relaxed in the future, which also puts forward higher requirements for post-event supervision and enterprise self-discipline in engineering construction.

In addition, the reform reduced the qualification grade of general contracting of construction to Grade A and Grade B, adjusted the original Grade A qualification to Grade A qualification, and merged other grades into Grade B qualification. Wang Shihe believes that this provides new development opportunities for small and medium-sized enterprises, especially small and medium-sized private enterprises:

Wang Shihe said that the practice of simple replacement after the transition period is debatable. Because, at present, there are still enterprises in the construction market that are not doing their business and only rely on selling qualifications to survive. We must crack down on such enterprises that disturb the normal development order of the market. Wang Shihe suggested that the qualification adjustment should be combined with the market rectification, and the assessment content of "whether the enterprise is put into storage within two years when replacing the certificate" should be added, so as to identify a group of "zombie enterprises" who make a living by selling qualifications and give better play to the role of qualification reform.
