Legal basis:

Article 10 of the Arbitration Law of People's Republic of China (PRC) may, if necessary, set up an arbitration commission in a city where the people's governments of municipalities directly under the central government, provinces or autonomous regions are located or other cities divided into districts. The arbitration commission stipulated in the preceding paragraph shall be established by the Municipal People's Government and organized by relevant departments and chambers of commerce. The establishment of an arbitration commission shall be registered by the judicial administrative departments of provinces, autonomous regions and municipalities directly under the Central Government.
