The property company must sign a property contract with the owner: for the project under development and construction, the developer and the property company will sign a formal project "Early Property Management Contract"; For projects with only one or several big owners, the owners will directly sign the formal project of Property Service Contract with the property management company; For projects with multiple owners, the owners' general meeting will make a resolution, and the owners' committee will sign a property service contract with the property company; For residential buildings, property companies do not need to sign property contracts with owners. Because the services provided by property management companies are mainly public areas and public facilities, no owner can be fully responsible for the clients. Therefore, only developers and industry committees can sign property contracts with property companies. Developers and industry committees represent all owners in the contract. Therefore, although there is no contract with specific owners, the property company must also perform the contract and assume management responsibilities; Similarly, owners must also abide by the obligation to pay property fees.

Article 15 of the Property Management Regulations implements the matters decided by the owners' meeting and performs the following duties: (1) Convening the owners' meeting and reporting the implementation of property management; (two) on behalf of the owners and the owners of the general assembly to hire property services companies to sign property services contracts; (three) timely understand the opinions and suggestions of the owners and property users, and supervise and assist the property service enterprises to perform the property service contract; (four) the implementation of the supervision and management system; (five) other duties entrusted by the owners' congress.
