Measures of Shanghai Municipality on the Administration of Cleaning Services for Roads and Public Places

Article 1 (Purpose and Basis)

In order to standardize the cleaning service of roads and public places in this Municipality, protect the legitimate rights and interests of cleaning personnel, and promote the development of environmental sanitation in this Municipality, these measures are formulated in accordance with the provisions of the Regulations of Shanghai Municipality on the Administration of Urban Appearance and Environmental Sanitation and other laws and regulations, combined with the actual situation of this Municipality. Article 2 (Scope of Application)

These Measures shall apply to the cleaning services and related management activities of roads and public places in this Municipality.

The roads mentioned in the preceding paragraph specifically include:

(1) Urban roads;

(two) the specific sections determined by the district (county) people's government and operated in accordance with the standards of urban road cleaning (hereinafter referred to as "specific sections");

(3) Streets and alleys not included in the property management area (hereinafter referred to as "Streets and alleys");

(4) Village roads connecting villagers' groups and villagers' groups in the same administrative village for pedestrians or vehicles (hereinafter referred to as "village roads"). Article 3 (Responsibilities of Management Department)

The municipal administrative department of greening and city appearance is the competent department of cleaning and cleaning services for roads and public places in this Municipality.

The district (county) administrative department of greening and city appearance shall be responsible for the management of cleaning and cleaning services for roads and public places within its administrative area in accordance with the prescribed responsibilities. Article 4 (Responsible Subject)

The person responsible for cleaning roads and public places in this Municipality shall be determined in accordance with the following provisions:

(a) urban roads, specific highway sections and public places, by the district (county) urban greening administrative departments or township (town) people's government is responsible for;

(two) the alley in the street, the town people's government or the street office is responsible for;

(three) the village road, by the villagers committee is responsible for. Article 5 (Management Principles)

The cleaning service management of roads and public places in this Municipality follows the principle of "fair competition, quality assurance and standardized service".

The city has established a normal growth mechanism for the income of cleaning staff. Article 6 (Development Planning)

The municipal greening administrative department shall, according to the needs of the development of city appearance and environmental sanitation in this Municipality, incorporate the development of cleaning services in roads and public places in this Municipality into the professional planning of city appearance and environmental sanitation. Article 7 (Classification of Clean Areas and Requirements of Quality Standards)

The cleaning areas of roads and public places in this city are divided into four grades according to the distribution of roads, commercial outlets and residential areas, the flow of people, the flow of cars and other factors. The specific scope of the cleaning area of roads and public places at all levels shall be determined and announced by the municipal administrative department of greening and city appearance of the organization area (county).

The cleaning and cleaning quality of roads and public places at all levels shall meet the requirements of the corresponding quality standards for cleaning and cleaning. The quality standards for cleaning roads and public places in this Municipality shall be formulated and promulgated by the municipal administrative department of quality and technical supervision in conjunction with the municipal administrative department of greening. Article 8 (Determination of Operation Service Units and Cleaning Teams)

The operation and service units of urban roads, specific highway sections and public places shall be determined by the district (county) greening administrative department or the township (town) people's government through bidding. The operation service unit shall have the license for urban living garbage operation and service issued by the municipal administrative department of greening and city appearance.

In streets and villages, the town people's government, sub-district offices or villagers' committees are responsible for organizing cleaning teams or special personnel to clean them. Article 9 (Financial Guarantee and Supervision)

Urban roads, specific road sections and public * * * places cleaning service projects take the form of government purchase services, and the required funds are budgeted according to the urban environmental sanitation operation maintenance budget quota, which is guaranteed by the district (county) or township (town) people's government finance.

The funds needed for street cleaning shall be arranged by the town people's government or the sub-district office.

The villagers' committee is responsible for raising funds needed for village road cleaning.

The city's environmental sanitation operation and maintenance budget quota shall be formulated by the municipal greening administrative department in conjunction with the municipal finance, construction and transportation administrative departments in accordance with the principle of "unified quota, classified guidance and differentiated management".

The use of financial funds for cleaning roads and public places shall be subject to the supervision and inspection of the financial and auditing departments. Article 10 (Bidding Documents)

The bidding documents for cleaning service projects of urban roads, specific sections and public places shall include the following main contents:

(a) the name, area, duration, operation mode, operation frequency, quality standard and payment method of the cleaning service project;

(2) Having facilities, equipment, vehicles and places suitable for cleaning services and relevant management systems;

(three) there are professional and technical personnel to adapt to the cleaning service project. Article 11 (Operating Service Agreement)

After the operation service unit is determined, the district (county) greening administrative department or the township (town) people's government shall sign an operation service agreement with the successful operation service unit.

The municipal administrative department of greening and city appearance shall formulate the demonstration text of the cleaning service agreement of this Municipality.
