Heavy, the county "height limit order" is coming! The high-level era is over!
In April 2020, the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission proposed that "multi-storey houses in county towns are the mainstay". Generally speaking, a multi-storey building refers to a building with a building height greater than10m and less than 24m, and a building with more than 3 floors and less than 7 floors.
On March 29 this year, the Ministry of Housing and Urban-Rural Development once again proposed the height limit for residential buildings in county towns. Newly-built commercial housing should be mainly 6-storey and below, and the proportion of housing should not be less than 75%. At the same time, the maximum number of new residential buildings in the county shall not be higher than 18.
It seems that the houses in the county will never go up again!
0 1 county is "height limited"
Obviously, the tall buildings in the county have no future.
On March 29th, the Ministry of Housing and Urban-Rural Development issued the "Notice on Strengthening Green and Low-carbon Construction in Counties (Draft for Comment)" (hereinafter referred to as the "Notice") for public comments, aiming at developing green buildings and building energy conservation in counties. In the section "Relevant Requirements for Green and Low-carbon Buildings in Counties", the Ministry of Housing and Urban-Rural Development proposed-
Limit the height of residential buildings in county towns.
In this notice, the Ministry of Housing and Urban-Rural Development plans to limit the number of floors of residential buildings in county towns. Newly-built houses will be dominated by 6 floors, with the proportion of houses with 6 floors and below not less than 75%, and the newly-built houses in county towns will not exceed 18 floors at most. If it is really necessary to build a residential building with 18 floors or above, it should be strictly and fully demonstrated, and the construction of fire emergency and municipal supporting facilities should be strengthened.
Words very straightforward, not surprisingly, after the county even it is difficult to build high-rise residential.
There is a simple reason. Now the house is getting higher and higher, but the corresponding supporting facilities can't keep up. Take fire fighting as an example. At present, the common fire truck ladder is about 50 meters high, which can almost rise to 17 floor. During the operation of the ladder, it may be affected by many factors such as topography and surrounding facilities, which will further reduce the actual lifting height.
At the same time, high-rise buildings also test the property management ability. They not only need to bring their own necessary fire-fighting equipment to ensure the integrity of evacuation facilities, but also need to conduct regular fire inspections. It is forbidden to store sundries and park electric vehicles in the corridor to ensure the smooth exit and evacuation passage.
Even in many big cities, high-rise fire emergency and property management are not simple things, not to mention the county towns where their hardware facilities can't keep up.
According to a set of data released by the Ministry of Public Security on 20 17, about 3 billion square meters of flammable and combustible insulation materials were used in the initial stage of building energy-saving comprehensive transformation in China. Once the protective layer of the wall falls off and is damaged, it will spread rapidly when it meets an open flame, forming a large area of three-dimensional combustion.
In addition, many high-rise buildings do not have complete fire-fighting facilities. According to the statistics of the Ministry of Public Security, 46.2% of the 235,000 high-rise residential buildings in China are not equipped with automatic fire fighting facilities, and the average intact rate of high-rise buildings equipped with automatic fire fighting facilities is less than 50%.
These problems are fatal, so the voice of singing down high-rise buildings has been heard all these years.
On April 27, 2020, the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission jointly issued the Notice on Further Strengthening the Management of Urban and Architectural Styles, proposing that "small and medium-sized cities should strictly control the construction of super-high-rise buildings, and county residences should be multi-storey" and "limited in height".
On March 26 this year, the notice issued by the Ministry of Housing and Urban-Rural Development further clarified that "the newly-built houses in (county) are mainly six floors, and the proportion of houses with six floors and below is not less than 75%, and the newly-built houses in the county are not more than 18 floors at most".
Although the policy is still in the stage of soliciting opinions, the meaning of the Ministry of Housing and Urban-Rural Development is actually very clear.
Is there a future for high-rise residential buildings?
In addition to the danger of fire, today's high-rise residential buildings are actually facing a very serious problem-
The house is aging.
Generally speaking, there are two ways out for aging houses, either renovation or demolition.
Let's talk about decoration. The transformation of high-rise buildings is not easy. It is easy to say that maintenance mainly involves internal water, electricity and heating, not to mention major projects such as pipe network transformation. Now many old communities are facing this problem. Renovating the pipe network requires not only the current renovation funds, but also long-term maintenance and management funds.
How long does advanced maintenance take? What is the cost of advanced maintenance? How to coordinate multiple high-rise owners to pay maintenance fees? These are all problems that need to be solved urgently in high-rise reconstruction.
In fact, the best way out for high-rise buildings is to demolish them, provided that the developers are willing to demolish them-the high floor area ratio of high-rise buildings means that the resettlement cost of high-rise buildings is high and the profit margin is small. If you want to make money, you can only build the house a little higher, but now the county has begun to "limit the height" and it is even more difficult to recover the cost.
But these problems have exposed their disadvantages in high-rise buildings abroad. So some real estate experts have said that high-rise buildings will become slums in the future.
This statement is scary at first glance, but it is too extreme when you think about it. Because the foothold of this statement is that houses in developed countries are getting shorter and shorter, and rich people live in country houses.
But in the United States, for example, there are still many high-rise apartments in the center of big cities. Such a high-rise building is not only expensive, but also the property management fee is surprisingly high. Such a tall building doesn't seem to be for the poor.
In Japan, there is even a saying that "the poor live in villas and the rich live in apartments". For example, in the cartoon Crayon Shinchan, Xiao Xin's family lives in a single-family house, while Hazama jade, a rich second-generation classmate, lives in an apartment.
In China, the current high-rise residential prices are not cheap, and most people who can afford high-rise real estate have a certain economic foundation. For high-rise owners, when buying a house, they may pay more attention to the landscape, quality and location, and will not pay special attention to the problems of difficult high-rise renovation and demolition in the next 30 years.
Because, high-rise owners generally live in 10 years or so, they will change their houses, that is, the first batch of possible owners will leave before the houses age to a certain extent. However, the property market in China is still in the overall rising stage, and the price of second-hand houses is mainly influenced by the overall market orientation, and it will not depreciate sharply in the short term.
For a long time, housing prices have eaten the dividend of urban development, not the building itself. If a city has development potential, no matter whether you buy high-rise, small high-rise or multi-storey, it is promising. Only if the urban development can't keep up, the high-rise will have a future.
However, with the Ministry of Housing and Urban-Rural Development testing the "county height limit order", the stationmaster also tasted a little bit of wind. After all, this is an influential draft for comments, and too many small cities will be affected. What kind of repercussions it will cause in the market remains to be further observed.
03 conclusion
Some time ago, the National Bureau of Statistics released various data of real estate. During the period of 1-2, the sales and investment of real estate in commercial housing in China reached a record high in the same period. The average transaction price of commercial housing in China is over 10,000, and the average transaction price is 1 1.030 yuan/square meter.
What makes the public dissatisfied is the economic level of many cities. Can they really afford this house price? Especially in county towns, many county towns are now facing the problems of serious population loss and hollowing out urban areas. Some members even suggested that small counties with a population of less than 654.38+10,000 should be merged into a pilot project-under the influence of multiple factors, the future of the county is not clear.
Now the Ministry of Housing and Urban-Rural Development is implementing a height limit in the county. In addition to the fire hazard of high-rise buildings in the county, there are deeper reasons-
Optimize the living environment of the county to avoid further hollowing out of the urban area.
