Article 272nd of the Civil Code provides as follows:

At the same time, the owner should bear the safety risks and responsibilities that may occur during the renovation process, and should promptly notify the property management and neighbors to avoid causing damage to others.

If mediation fails, the parties may bring a lawsuit to the people's court. The parties may also directly bring a suit in a people's court.
