Article 1 These Measures are formulated in accordance with the Regulations on Property Management in Hainan Special Economic Zone and the Measures for the Administration of Property Service Charges in Hainan Province in order to standardize the management of water and electricity charges in property management areas and protect the legitimate rights and interests of owners and property service enterprises.
Article 2 These Measures shall apply to the allocation of water, electricity and expenses for the parts and facilities of ordinary residential properties managed by the government guidance price in our province.
The allocation of utilities for non-ordinary residential properties can be implemented with reference.
Article 3 Independent measuring instruments such as water and electricity shall be installed for the water and electricity consumption of * * * parts and facilities in the property management area. If the measuring instruments are not installed independently according to the regulations, the expenses shall be charged from the property service fee and shall not be shared with the owners.
Article 4 Specialized business units such as water supply and power supply shall read meter to households and collect relevant fees from end users. Entrusted to collect water and electricity charges, the realty service enterprise shall collect them according to the classified water and electricity price standards formulated by the competent price department, and shall not charge additional fees to the owners.
Article 5 * * * The water and electricity costs within the following scope shall be shared by the owners or users according to the actual amount. The specific allocation method shall be determined by the owners' meeting or the owners' committee through consultation with the realty service enterprise. If the owners' meeting is not established, it shall be distributed in the following ways.
(a) the electricity fee for elevator operation in residential buildings should be charged separately and shared equally by the actual users according to the facts of the households.
The calculation formula of user-shared elevator electricity fee is: user-shared elevator electricity fee = classified catalogue electricity price × total electricity of elevator meter ÷ number of users.
(two) the electricity fee for the secondary water supply of booster pump in the property management area shall be shared by all owners or users or residential buildings in this area according to the actual water consumption. The owners or users of residential buildings that have not used secondary water supply in the property management area do not share.
The calculation formula of user's secondary water supply share electricity fee is: user's secondary water supply share electricity fee = classified catalogue electricity price × total electricity quantity of secondary water supply water meter ÷ sum of water quantity of residential users × water quantity of user water meter.
(3) The fees for public facilities such as street lamps and corridors, green maintenance, garden pools, fountains, celebrations, publicity and decoration in the property management area shall be charged separately, and shall be shared equally by all owners or users in the property management area or residential buildings according to the facts of the households.
The formula for calculating the pool electricity fee payable by the user is: the pool electricity fee payable by the user = the classified catalogue electricity price × the total electricity measured by the electricity meter ÷ the number of households (units) in the property management area;
The calculation formula of pool water fee payable by users is: pool water fee payable by users = water price in classified catalogue × total water calculated by public water meters ÷ number of households (units) in the property management area.
Article 6 The following * * * water and electricity charges shall not be shared with the owners or users, but shall be separately metered and charged by the property service fee or operating income.
(a) the property management unit and the owners' committee office water and electricity costs.
(two) the water and electricity costs of commercial shops, swimming pools, stadiums, clubs, parking lots and other business activities.
Seventh property service enterprises should actively take measures to strengthen the management of water and electricity in the property management area, reduce the loss of public water and electricity, and reduce the burden on owners and users.
Article 8. All water and electricity expenses allocated to the owners or users must be accounted separately, and the total amount of water and electricity expenses allocated, the total amount of expenses and the amount that each owner or user should bear shall be announced to the owners or users every month.
The water and electricity expenses shall not be shared with the owner or user's own water and electricity expenses.
Article 9 The owners' committee or owners and users shall supervise the water and electricity fees charged by water supply and power supply franchisees and the water and electricity sharing fees charged by property service enterprises.
Tenth owners, users and property services companies in charge of disputes, mediation by the owners' committee, or by the price department, the competent department of property mediation.
Eleventh property service enterprises in violation of the provisions of these measures, which constitutes an illegal act, shall be investigated and dealt with by the competent price department and the competent property department in accordance with relevant laws and regulations.
