In order to strengthen the management of the use of special maintenance funds and effectively protect the legitimate rights and interests of owners, the relevant issues concerning the account management of special maintenance funds are hereby notified as follows:

I. The Maintenance Fund Bank of the Owners' Committee (hereinafter referred to as the Bank) shall carry out its work in accordance with the relevant policies and regulations and the entrustment agreement of the Maintenance Fund Bank of Beijing Industry Committee.

Two, banks should strictly self-discipline, prohibit the provision of goods, fees and services beyond the scope of the agreement for the owners' committee, and prohibit any improper marketing means. If the bank violates the rules, once it is verified, it will be disqualified as the trustee of the bank and will be dealt with according to the relevant provisions on controlling commercial bribery.

Three, in order to ensure the safety of funds and the stability of account management, the owners' committee can only choose a bank to open a special maintenance fund account. After opening an account, the owners' committee shall not change the bank without authorization. If it is really necessary to change the bank, it shall be approved by the owners' meeting, and a special maintenance fund account shall be re-opened in the way of opening an account for the first time.

Four, the owners' congress and the owners' committee shall determine the deposit interest rate of special maintenance funds according to the fixed deposit interest rate stipulated by the People's Bank of China and the bank.

Five, the owners' meeting, the owners' committee can only entrust the bank to buy primary market bonds, prohibit any risky financial management or investment, and ensure the safe and timely withdrawal of funds from the special maintenance fund account.

Six, after opening a special maintenance fund account, the owners' committee shall not take the opportunity to ask the bank for any benefits. Otherwise, after verification, it will be publicized in the property management area and copied to the owners' meeting and relevant departments, and the responsible person will be investigated according to law.

Seven, the owners' committee to open a special maintenance fund account, prohibit the owners' committee, the bank to pay agency fees in the name of account consulting, agency services, etc.
