For residential quarters where the owners' committee has not been established, the service level of public property shall be examined and approved by the property management administrative department in conjunction with the government price department to organize the owners' representatives and property management enterprises. After the public property service level is approved, the specific charging standard shall be agreed in the property service contract by the owner and the property management enterprise according to the benchmark price and floating range corresponding to the public property service level, and reported to the government price department and the property management administrative department for the record.

Article 8 stipulates that property management enterprises or developers may, when renting or selling newly developed commercial houses, agree with the owners on the content of property services and charging standards within the management period through contracts, and report them to the local government price authorities for the record. When the contract management period expires, it shall be handled in accordance with Article 7 of these Measures.
