Can owners' autonomous communities and industry committees collect property fees?

Legal analysis: according to the property management regulations and the rules of the owners' congress, the community can achieve autonomy, that is, the owners' committee is authorized by the owners' congress to conduct autonomous management, so it has the right to collect property management fees. However, in practice, the following points cannot be achieved: First, the owners' committee has no legal person qualification, so it cannot apply for property management qualifications such as qualifications. Two, the owners' committee can not handle the relevant business certificates, tax certificates, and there is no way to issue invoices to the payer.

Legal basis: Article 949 of the General Principles of the Civil Law of People's Republic of China (PRC) terminates the property service contract. The original property service provider shall withdraw from the property service area within the agreed time limit or within a reasonable time limit, return the relevant information necessary for the property service premises, related facilities and property services to the owners' committee, the owners who decide to manage themselves or their designated persons, cooperate with the new property service provider in the handover work, and truthfully inform the use and management of the property. If the original property service provider violates the provisions of the preceding paragraph, the owner shall not be required to pay the property fee after the termination of the property service contract; If losses are caused to the owner, it shall compensate for the losses.
