Can the decoration management fee and deposit be refunded?

The state has no clear regulations on this, but considering that some owners do not act according to the requirements when decorating, which harms the interests of the community, it is reasonable for the property management company to charge a certain decoration deposit, and it can remind the owners to decorate according to the regulations. As the deposit is refundable, there is no harm to the owner of the decoration as required. If the owner and the property management company agree in the property management contract that the owner should pay the decoration management fee, then the owner should pay the management fee according to the contract; If there is no such agreement between the two parties, then the property management company cannot charge the owner the decoration management fee.
