Are there security guards in all residential areas?

On May 28th, 2003, the State Council passed the Regulations on Property Management, in which Article 46 explains that property companies can employ security guards, but it is not mandatory, that is to say, property companies may not employ security guards. Generally speaking, closed residential areas managed by formal property companies are basically guaranteed, and high-end residential areas are definitely guaranteed.
